Job Summary:
The Senior Data Solutions Integrator will join the Transportation Data & Analytics Unit, a leading team who are responsible for data science, data operations, data collection and digital products in Transportation Services.
The Senior Data Solutions Integrator will report to the Manager of Transportation Data & Analytics and will be responsible for leading the Data Science team, one of four teams within the Unit. This role requires both strong team leadership ability as well as a strong body of technical expertise in the fields of data science, data analytics and their application to transportation and civic issues. The successful candidate will be responsible for motivating, developing and coaching staff while prioritizing the work of the team, identifying new high-impact project opportunities and overseeing the project work of the team.

Major Responsibilities:
Leading the Team
- Supervises, motivates and develops assigned staff in the Data Science team to encourage effective teamwork, high quality of work, continuous learning and personal growth and development.
- Supervises the day-to-day operation of all assigned staff including authorizing and coordinating vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
- Provides agile team and project management including running regular sprint planning, team retrospectives, stand-ups and bringing continuous improvement to the daily operations and regular work cadence of the team.
- Works together with the Manager of Transportation Data & Analytics and other Team Leads in the Data & Analytics unit to prioritize the backlog of projects, maintaining a focus on strategic priorities and highest-impact projects.
- Manages all aspects of contracts with consultants and contractors engaged in work on data strategies and analysis including preparation of contract documents, tenders, recommendation of contract award, monitoring contractors' progress to ensure that all work is completed efficiently and effectively.
Data Science & Analytics Projects
- Leads data science and analytics projects, directs tasks, reviews code and works with stakeholders to implement projects, models, tools and products into practice within the Transportation Services Division.
- Collaborates with Data Operations, Data Collection and Digital Products team leads in the Unit to implement cross-Unit end-to-end data projects.
- Produces evidence-based analytical solutions to issues related to transportation planning, policy, operations and engineering with actionable insights derived from the use of varied data assets.
- Performs on-demand, large-scale, exploratory and targeted data analyses of transportation and mobility datasets and applies statistical analysis and predictive modeling for transportation applications with innovative and analytically-sound deliverables.
- Promotes best practices in software development including open-sourcing work through GitHub, deploying production ready code, managing the team’s GitHub practices and processes, and documenting the team’s projects and practices openly and accessibly.
- Develops prototypes, proofs of concepts, algorithms, predictive models, machine learning applications, data mining and discovery and custom analyses that leverage the value of available data sets.
- Develops interactive data products to share the results and outputs of data science projects.
- Uses data science-focused programming languages and statistical software packages such as: R, Python and SQL.
- Applies geospatial analysis techniques using PostGIS, QGIS, ArcGIS and/or python or R-based geo-processing libraries.
- Applies multi-modal transportation planning, intelligent transportation systems, systemic road safety, traffic operations, transportation policy, traffic flow theory and traffic engineering principles.
Preparing Communications & Maintaining Partnerships
- Works with internal and external partners (TTC, Toronto Police) and private sector collectors, disseminators and analysts to collect and analyze data on behalf of Transportation Services.
- Works with Universities on research studies to further the strategic goals of the Division and to develop additional analytical capacities.
- Ensures that data collection, management, analysis and dissemination are of high technical quality, that recommendations are consistent with the Division's and City's strategic plans and results are produced in a timely and efficient manner.
- Fosters successful relationships with Transportation Services staff and staff of transportation partners and agencies through consultation and mediation, participation, presentations and verbal and written communication.
- Prepares correspondence, presentations and reports to City Council, Standing Committees, Councilors and public inquiries related to transportation matters.
- Works collaboratively and in conjunction with the Corporate Employee and Labour Relations team when providing advice on collective agreements and in administering Collective Agreement matters.
Key Qualifications
Your application for the role of Senior Data Solutions Integrator should describe your qualifications as they relate to:
- Degree in engineering, geography, urban planning, statistics, economics, econometrics, statistics, computer science, or other related field and, or an equivalent combination of education and experience. A graduate degree is considered an asset.
- Considerable experience managing or supervising staff with an emphasis on continuous improvement and development of team members to promote and support a high performing team.
- Considerable experience leading challenging data science and analytics projects that implement best practices approaches to data science, statistics, predictive analytics or machine learning.
- Experience setting strategic priorities, developing creative solutions and developing strategies and roadmaps around data science and analytics projects and products.
- Experience in transportation planning, policy or engineering, road safety, transit planning and operations, or data analytics for public policy.

- Excellent interpersonal and leadership skills and the ability to work cooperatively and professionally with City staff at all levels, consultants and external stakeholders.
- Knowledge of Python, R, SQL or other equivalent tools for data science and analytics applications.
- Knowledge of databases and data warehousing including organizing, compiling, manipulating, analyzing and summarizing large datasets.
- Knowledge of modern transportation data sources including GPS-probe data, sensor-based data, traffic collision data and other sources.
- Knowledge of Intelligent Transportation Systems and transportation technology.
- Ability to lead a team using agile project management techniques
- Knowledge of version control such as Git, including common platforms such as GitHub.
- Knowledge of web development, interactive data visualization, interactive mapping, data products and dashboard development.
- Knowledge of spatial data science tools and techniques, including GIS software (ArcGIS or QGIS) would be an asset.
- Knowledge of the Amazon Web Services (AWS) ecosystem
