The State of New Hampshire, Department of State, Elections Division has a full time vacancy for Business Systems Analyst I.

Summary:
To analyze and formulate information systems procedures and controls to increase the efficiency of agency business operations in multiple divisions.

Responsibilities:

· Participate with all related systems and program areas in the development of objectives, scope definition, time estimation, and scheduling on analysis and implementation projects relating to SVRS.

· Analyze and evaluate current management methods, procedures and business systems in accordance with the established objectives and scope.

· Develop design recommendations for identified internal control and work flow improvements; research, develop and recommend automated solutions to user identified needs; interface with staff throughout the department to implement recommendations.

· Supervise and participate with management, analysts, and relevant program areas in the execution of work programs, review the requirements, scope, and analysis/design work papers to the extent necessary to ensure work is documented and completed in accordance with objectives.

· Provide consistent and timely communications on the progression of project tasks and objectives to relevant managers and technical staff.

· Develop, prepare, review and/or edit recommendations and conclusions resulting from analysis, design and testing projects and evaluates senior management and analysts’ conclusions in order to bring work to closure.

· Conduct entrance and exit interchanges with management on the planning and execution of SVRS tasks and related analysis projects and for the discussion of the resulting findings and recommendations.

MINIMUM QUALIFICATIONS:
Education: Bachelors degree from a recognized college or university with a major in management information systems, computer information systems, or computer science. Each additional year of approved formal education may be substituted for one year of required work experience

Experience: Six years experience in systems analysis with a broad-based knowledge of business environments, preferably in a field or occupation related to software development, software support, or software maintenance, three years of which shall have included the direct involvement in application or product lifecycle management. Each additional year of approved work experience may be substituted for one year of required formal education.
