City of Kodiak: Kodiak is a home rule city with a council-manager form of government. The City of Kodiak is home to about 6,000 residents, with approximately 7,000 additional residents living in several communities on Kodiak Island. The economy of Kodiak is based on commercial fishing and seafood processing. The City of Kodiak is recruiting for a full-time Fire Chief (Director). This executive-level position, under general administrative direction, plans, directs, manages, and oversees the activities and operations of the fire department for the City of Kodiak including fire suppression, fire prevention, emergency medical services, emergency management, and related services and activities; coordinates assigned activities with other departments and outside agencies, which includes filling the position of Chair Person for the Kodiak Local Emergency Planning Committee (LEPC) and provides highly responsible and complex administrative support to the City Manager. Additional responsibilities include Fire Marshal and Emergency Services Coordinator for the City of Kodiak.
The goal of the City of Kodiak government is to provide quality municipal services as efficiently and effectively as possible within guidelines established by federal and state law, the Charter of the City of Kodiak, the Kodiak City Code, and the citizens of Kodiak as represented by the City Council. As Director of the fire department, the Fire Chief administers the fire department's operating and capital budget, applies for and manages all grants, and manages the staff of the department in furtherance of the City's goals. On own initiative or by direction of the City Manager, the Fire Chief ensures implementation of City Council policies and direction by planning, implementing, and evaluating the fire department's activities, programs, and facilities. The Fire Chief must perform these duties in a manner that reflects positively on the City and the fire department and is responsible for maintaining a level of professional expertise and image that promotes efficient use of the resources available to the fire department.
Examples Of Essential Duties
- Assumes full management responsibility for all fire department services and activities including all fire suppression, fire prevention, emergency medical services, emergency management, plan review and related services and activities.
- Develops and implements department policies, procedures, programs, goals and objectives including responsibility for long-range planning, financial management, and strategic plan implementation and management.
- Directs and oversees professional and managerial staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring any performance deficiencies are corrected; ensuring that employees follow policies and procedures; ensuring staff are trained; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.
- Act as incident commander on all complex emergencies and coordinates on scene operations to stabilize the incidents. Responds to emergency and non-emergency incidents; utilizes the incident command system to take action to mitigate hazards and treat patients including operational requirements within the response system; makes decisions affecting life and property under emergency circumstances.
- Ensures that up-to-date and efficient fire prevention, fire suppression, hazardous incident mitigation, and emergency medical technologies are incorporated into the fire department's procedures, equipment, and methods.
- Works with the Emergency Services Director to implement City-wide emergency plans and functions, including staffing Emergency Operations Center, emergency management mitigation, and emergency preparedness and response.
- Develops, prepares and monitors expenditures associated with department budgets, grants, and other funding sources for programs and operations.
- Prepares strategic plans and develops and executes special projects impacting fire department operations and activities; develops, implements and evaluates programs/projects in accordance with City and fire department plans and policies.
- Represents the City and fire department to the public, elected officials, other agencies, committees, and organizations including making presentations, chairing and participating in meetings, conducting community outreach, and responding to complex and sensitive inquiries.
- Prepares, analyzes, and approves statistical, progress, and operational reports related to fire department activities and administrative matters.
- Identifies federal, state, and private research and development grants; determines scope of work for which funds are needed; prepares proposals to obtain grants; administers grant funds.
- Works with the approved emergency medical services physician medical director.
- Performs other duties as assigned.
Duties related to Fire Marshal:
- Manages, plans, supervises, and participates in commercial and public building inspections to enforce adherence to fire prevention codes, statues, and ordinances, including the International Fire Code.
- Managing, directing, and conducting fire inspections, plan reviews, fire investigations, and public education programs.
Duties related to Emergency Services Coordinator:
- Organize and lead quarterly emergency services organization/LEPC meetings, to call for additional meetings as needed or directed by the emergency services director, and to maintain all historical records associated with the emergency services organization/LEPC.
- Ensure all drills and exercises are performed as specified in the Kodiak emergency operations plan or as directed by the emergency services director.
- Coordinate and oversee periodic emergency preparedness training for Kodiak incident management team personnel, including ICS training.
