Payroll Coordinator - HCM
SALARY:$45,852 - $51,882
LOCATION:Lynnwood, Washington
DESCRIPTION:
The Payroll Coordinator independently coordinates and performs the payroll function, which includes developing methods and procedures, recommending policies, and establishing pay dates and schedules. Cross-functional support of compensation and HCM Core data at Edmonds College. Consults with and provides assistance to managers, staff, and faculty regarding payroll and compensation issues. This position utilizes the ctcLink operating system (HCM and CS) and external technology tools for personnel data entry and processing. In addition, this position conveys information on complicated issues related to compensation & payroll, including federal and state laws, Higher Ed rules, and the Collective Bargaining Agreements (CBA) of the college.
Under general direction, oversee the total payroll function. Interpret and apply a variety of regulations and procedures in the payroll function. Develop methods and procedures and assist in evaluating and implementing policies. Ensure procedural compliance, accuracy, and deadlines are met. Coordinate the payroll function with the fiscal office, data processing personnel, and major department heads. Work with departments to resolve payroll-related problems.

Responsibilities include, but are not limited to:
- Coordinate payroll policies and procedures with the fiscal office, data processing personnel, and major department heads.
- Interpret payroll, accounting, and other payroll-related policies and procedures; work with departmental personnel to resolve discrepancies as required; suggest and assist in implementing new payroll policies and procedures.
- Issue instructions on payroll procedures, coordinate payroll processing and record keeping for all departments and conduct payroll processing training for campus staff.
- Triage and respond to payroll questions within an initial response within 24 hours.
- Reconcile insurance billings, retirement reports, W-2 end-of-year reports, and other reports as required.
- Under general supervision, the employee applies specialized knowledge and uses independent judgment to resolve technical problems. The employee interprets and applies rules, policies, regulations, and procedures to resolve HCM issues within established guidelines.

This is a classified position reporting to the Payroll Manager.

REQUIRED QUALIFICATIONS:
- High school graduation OR equivalent education and experience sufficient to successfully perform essential job functions in a field relevant to the duties of the position
- Attention to detail
- Data entry and management
- Experience in OR related to payroll. Transferable experience may be considered.

DESIRED QUALIFICATIONS:
- Four years of fiscal or payroll experience, including at least two years as a Payroll Technician or equivalent; nine quarter hours or six semester hours of college-level coursework in accounting may substitute for six months of required experience OR equivalent education/experience.
- Knowledge or experience in human resources.
PHYSICAL WORK ENVIRONMENT:
Work is typically performed in an office setting and onsite/in-person. The ability to sit at a desk/computer station, bend, stoop, walk, and generally move around the office to consult with others, work within a busy environment, and remain focused on tasks. Inventory management requires some lifting and moving of objects up to 30 lbs. Excellent communication skills are essential. This includes the ability to speak clearly and fully comprehend written and spoken English and will include communication with people for whom English is not their first language. This also includes the ability to produce clearly written documents. Those who are multilingual are strongly encouraged to apply.
WORK SCHEDULE:
Monday - Friday 8 am - 5 pm.
COMPENSATION:
Salary range 41. Beginning salary is $45,852 - $51,888 annually, with progressive increases to $53,100, plus a full state benefits package, which includes tuition waivers for college classes, medical, dental, retirement options, and more. The vacation and leave package includes 12 sick days per year, 11 scheduled holidays, 1 personal holiday, 2 personal leave days, and 14 vacation days per year (incremental increases to 24 vacation days per year).
