Overview:
ACS Professional Staffing is looking for an employee to work on-site with our client. This Business Systems Analyst role will provide crucial support for Bulk Electric System (BES) technology. You'll collaborate with users to define functional needs, analyze tools and techniques for system development, and troubleshoot, analyze, monitor, and improve existing systems. Your primary focus will be on configuration and change management, ensuring NERC-CIP compliance. By analyzing data and user needs, you'll identify opportunities to automate and improve systems, potentially recommending commercially available software solutions. This full-time position is located in Vancouver, WA.
Pay rate: $39.86 - $56.95

Responsibilities:
Work associated with this position will be directly related to business process support for configuration change management of technical systems, process, and compliance requirements for the organization. Review specifications, verify that all essential system requirements are documented. With approval of the BFTE Configuration Change Manager, distribute requirements to hardware and software configuration items or manual operations using appropriate modeling techniques including automated structured analysis tools. Assist in the review of logical top-level design for applications and information systems (including test plans and procedures). Review and validate configuration management policies and procedures for requirements traceability through version release and verify documentation to support system operation and maintenance. Document system programs and dependencies while applying applicable standards to all products. Assist with preparation of job-aids and training materials, conduct program presentations, and provide functional education, in-house and client training. Help assigned staff and system users with solving system-related issues. Provide business system analysis as it pertains to facilitating system change and evidence for the following:
User requirements. System processes. Automating or improving existing systems. System capabilities, workflow, and scheduling limitations. Evidence of compliance with regulatory standards for self-certification and audit purposes.
Identify software or hardware needed to set up or improve systems. Provide recommendations and supporting analysis for management decision making. Project Coordination:
Participate in project planning. Recommend project operations' schedules. Provide recommendations to management for staffing requirements and resource allocations for projects.
Prepare technical reports, documents, studies, and system documentation as required. Confer with system users to document and resolve existing system problems. Support configuration change management efforts.
System modeling and maintain technical configuration baseline documentation. Detect and correct configuration baseline errors. Assist in defining, developing, and documenting new processes and procedures. Support process and procedure roll-out. Provide support for both the manual and automated software patch program. Track the Request for Change (RFC) related to each mitigation plan and report status to appropriate system owner.
Assist management with developing and documenting system processes and procedures to support NERC (North American Electric Reliability Corporation) Mandatory Reliability standards CIP (Critical Infrastructure Protection) and Department of Energy NIST/FISMA (National Institute of Standards and Technology/Federal Information Security Management Act) security requirements.
Support the development of necessary documentation to support reporting and audit requirements. Provide quality assurance for organization to verify compliance to regulatory standards and guidelines. Provide support, including gathering and formatting information/data for the NERC annual certification process, WECC audit(s), and any other spot audit or compliance data request. Assist with data stewardship for the configuration management program.
Attend meetings to support customer needs and to maintain knowledge of the status of technical, procedural, and acquisition activities. Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.
Requirements:
A degree in computer/information technology, business systems, engineering or a directly related technical field is preferred. 5 years of experience is required with an applicable bachelor's degree. 7 years of experience is required with an applicable associate degree. 9 years of experience is required without a degree or applicable degree. Experience should include demonstrated analyst work experience in Computer/Information Technology, Business Systems, and requirements engineering, operations management, or other closely related field. 3 years of experience working with the following: Configuration and Change management concepts and practices for secure/reliable technology systems. Compliance standards and best practices frameworks as applied to systems development and program management. Process and procedure development. 3 years of experience in the use of configuration and change management tools/systems. 1 year of previous compliance and/or audit support experience. 1 year of experience with process development and roll-out Experience implementing NIST/FISMA standards/guidelines, Experience applying NERC-CIP standards. Experience with applying the concepts of ITIL v3 or later, or similar technology management frameworks. Valid U.S. Driver's License is required
