Job Summary

The General Manager provides full scope of facility operations, service and maintenance responsibility under the Combined Operations, Services, Maintenance & Infrastructure Contract (COSMIC) supporting the National Aeronautics and Space Administration (NASA) John C. Stennis Space Center and Marshall Space Flight Center’s Michoud Assembly Facility (MAF) and tenants. The General Manager is responsible for running day-to-day operations of the COSMIC contract as a business and guiding general business strategy, having full authority and responsibility for assuring performance objectives and standards are met.

Job Responsibilities

  • Serve as primary point of contact between the company and the Government for all contract performance matters.

  • Serve as a change agent.

  • Lead all Contract, business, and technical management functions to plan, organize, implement, control, track, report, and deliver all PWS requirements for NASA, tenants, resident agencies, and commercial customers.

  • Work closely with management to make sure that the scope and direction of the contract is on schedule, and in conformance with the contract requirements.

  • Be directly accountable for response to non-conformance reports.

  • Be directly accountable for legal compliance of all contracting activities including relationships with subcontractors and suppliers.

  • Be responsible for improving internal processes for better execution and productivity.

  • Create and implement strategies for commercial growth.

  • Lead contract innovations / continuous improvement processes.

  • Be responsible for hiring.

  • Be responsible for managing the budget and monitoring the financial health of the contract.

  • Be directly accountable for profit and loss of the program.

  • Be directly accountable for safety and health of contracted and subcontracted personnel and client’s employees and visitors affected directly or indirectly by contract activities.

  • Be directly accountable for environmental conservation and performance directly or indirectly related by contract activities.

  • Brief investigation reports to the U.S. Government after major losses (Including fatalities; multiple (over 3) injuries (beyond first aid cases); lost time injuries over 5 days long; material losses; major breakdowns incurring or threatening over 24 hours shutdown of base operations; and environmental incidents affecting local or regional flora and fauna; or losses with the potential for extended and sustained (over 24 hours) negative media attention; legal violations, etc.).

  • Provide guidance and direction to finance and accounting, human resources, labor relations, training, security, safety, and environmental.

Qualifications

Minimum Qualification:

  • The General Manager shall have as a minimum a bachelor’s degree in an engineering discipline, and shall have a minimum of 15 years’ management experience in engineering management or facilities management.

  • Management experience on a NASA program or contract is highly preferred.

  • Experience managing a union workforce is highly preferred.

  • Knowledge of contract management, budgeting, and public administration is required.

  • Must have strong communication, briefing, and writing skills.

  • Excellent leadership skills, including goal setting, motivating, training and mentorship is required.

  • Must have good organization and time management skills.

  • Must have effective conflict resolution and problem-solving skills.

  • Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations is highly preferred.
