Overview:
ACS Professional Staffing is looking for an employee to work on-site with our client. This Business Analyst 3 role will focus on a combination of business analysis, business systems analysis, and SharePoint 2019+ Site Administrator & Design in support of Transmission Planning and Asset Management functions. The position will conduct stakeholder interviews, evaluate current-state processes, develop solutions, and implement the to-be-defined best practices, as well as support and mature existing tools and will leverage best practices when possible. This full-time position is located in Vancouver, WA.
Pay rate: $47.23 - $67.47

Responsibilities:
Solution Design:
Design a proposal for a central Asset Management Maturity SharePoint 2019 site, including a process library, commonly referenced tools and policies, and other needs as defined by the business.
Design and support diverse SharePoint 2019 requirements.
Recommend and implement approved best practices as it relates to SharePoint 2019 design and development.
Work with diverse organizations within to verify alignment and smooth transitions between solutions (for example, communicating with other stakeholder groups when documentation is moved on a site).
Solution Maintenance:
Provide first line technical support to business users of the developed SharePoint solution.
Complete and improve user manuals, onboarding, and training documentation.
Analyze solutions and business practices for efficiency and effectiveness. Based on the analyses, initiate continuous improvement initiatives.
Permissions Management & Security Maintenance:
SharePoint 2019 Permissions SME to actively manage all permission types.
Document/map permission levels to security assignments.
Manage and maintain permissions throughout the SharePoint 2019 Site Hierarchies according to established criteria.
Train others on industry best practices do's and don'ts.
Develop and manage all permission documentation from default to custom options and permission structure.
Develop, manage, maintain permission reporting for accurate upkeep and regular cadence reviews for required adjustments.
Supporting Requirements Development:
Conduct interviews and facilitate workshops to elicit business requirements.
Plan, organize, and facilitate process improvement and business process documentation sessions in support of Transmission Planning and Asset Management.
Research, analyze, model, and organize information for developing requirements.
Decompose high-level information into details and abstract up from low-level information to distinguish between solution ideas and business needs.
Facilitate requirements validation sessions and present findings.
Collaborate to facilitate resolution of requirement conflicts between stakeholders.
Support Gathering and Analyzing Information to ensure Standardization of Tools, Processes, Procedures:
Clarify business operations, functions, problems.
Document/map the current to the future state.
Identify solution alternatives - evaluating and defining procedures.
Develop influence diagrams or other conceptual models that define relationships and structure for business process mapping / understanding.
Solution Development and Proposal:
Design, architect, build, and recommend solutions based on requirements and best practices approved by management.
Facilitate/assist in technical process improvement initiatives.
Research and develop methods to automate repetitive manual data manipulations.
Use Rapid System Development methods to build prototypes.
Propose solutions to management that integrate the various other systems.
Complete all documentation in support of the solution, including use cases, requirements, test plans, process maps, and desk procedures.
Assist in the development of business case and justification documents for the identified improvement opportunities and present the proposed solutions in both verbal and written formats for key stakeholders and sponsors.
Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.
Implementation and Support of Change Management:
Support development and implementation of change management plans that reduce employee resistance and empower management as change sponsors.
Support the people side of change focus, including changes to business processes, systems, and technology, job roles and skills, and organization structures.
Facilitate various system verification activities such as systems and user testing.
Develop and deliver process and systems training to impacted employees.
Facilitate system and data integration efforts to connect disparate systems that have various levels of System Life Cycle (SLC) maturity.
Requirements:
A bachelor's degree in business administration, management, accounting, computer science or organizational development (or closely related field) is preferred.
8 years of experience is required with an applicable bachelor's degree.
10 years of experience is required with an applicable associate degree.
12 years of experience is required without a degree or without an applicable degree.
Demonstrated analytical, modeling, and process management expertise sufficient to support the improvement of Transmission Planning processes.
Experience should be consistent with the specific requirements of business analysis and progressively more technical in nature.
Expert level experience with SharePoint out-of-the-box, no-code solutions consisting of web parts, lists, wikis, and libraries using SharePoint Server.
Experience with SharePoint content types and taxonomy to improve document management and search functionality.
Experience with SharePoint workflow creation.
Expert experience with demonstrated examples of requirements gathering to include interview & documentation skills.
Expertise in PowerShell, CSOM, and .NET development (specifically for SharePoint Web Parts).
Experience with web front-end development, HTML, JavaScript, jQuery, CSS, XML, XSLT, JSON.
Knowledge & experience of preparing as well as presenting materials related to evaluations, assessments, and analyses of processes, procedures, and data management, may include use of Visio and PowerPoint among other presentation software.
Advanced to expert level knowledge of SharePoint Designer (especially workflow creation; site hierarchies; and permissions management).
Strong analytical, and critical thinking abilities.
Strong proficiency required with Microsoft Office Suite software such as, MS Word, Excel, Power Point, and Outlook.
Strong proficiency with Visio.
Expert experience conducting research; assessing business impacts; identifying risks; and recommending appropriate change mitigation activities.
Expert experience facilitating and resolving conflicting requirements/priorities, as well as building consensus amongst stakeholders and project team members.
Certification in a known methodology for business process management and organizational design such as: Lean, Six Sigma
Experience with Power BI
Expertise with .NET development (specifically for SharePoint Web Parts)
Experience with MS Access database
Experience in Project Management roles
Experience with MS Project.
Energy/utility industry experience
Valid U.S. Driver's License is required.
