Job Summary

Under the supervision of the Chief Investigator, the employee performs a full range of duties related to drug/narcotics investigations, to include evidence collection and case building. The employee may work as part of an area-wide task force with multiple discipline and organization members. The employee completes investigative reports related to the investigations and prepares and presents education programs. The employee ensures equipment and uniforms are maintained. Employee also performs other law enforcement duties as assigned. Independent judgment, initiative, and understanding must be exercised in interpreting orders, rules, and regulations in conducting investigations. Work is usually performed in accordance with well-defined procedures. This job classification is considered safety-sensitive and is subject to a pre-employment background check and random drug screenings.

Essential Functions

ESSENTIAL FUNCTIONS: The following list was developed through a job analysis; however, it is not exhaustive and other duties may be required and assigned. ESSENTIAL FUNCTION: Narcotics Investigation. The employee performs the full range of investigatory duties as related to narcotics, ensuring that the evidence is collected lawfully and that cases are successfully built for prosecution.

Responds to narcotics crime scenes.
Develops cases based on tips and self-generated; develops probable cause.
Assists drug infested neighborhoods by actively pursuing known people involved with narcotics.
Monitors known areas determined to be access routes; watches traffic for people who are not usually a part of neighborhood; maintain roadblocks when necessary.
Maintains long-term investigations and develops larger cases from smaller cases.
Obtains court orders for surveillance.
Works with School Resource Officers (SRO) on drug cases.
Performs stakeout surveillance of suspects of places involved in criminal activity as required.
Conducts and maintains discretionary undercover work.
Conducts drug purchases during investigations.
Works other jurisdictions in undercover operations.
Assists in search warrant preparation and investigation, as required; coordinates assignment of necessary uniform enforcement personnel to safely accomplish search warrant execution with Chief Investigator.
Identifies, collects, and processes physical evidence as needed; photographs and diagrams crime scenes to enable reconstruction for prosecution.
Maintains chain of custody and properly preserves all evidence collected, protecting against evidence contamination, provides complete list of evidence to District Attorney for case preparation.
Coordinates the course of investigations with the participation of the District Attorney, ALEA, and other agencies as necessary; assists with other Agency investigations, as necessary.
Develops an informant list.
Identifies suspects and pursues investigative leads.
Conducts interviews with suspects, victims, and witnesses.
Conducts stake-out surveillance activities.
Maintains technical equipment.
Dismantles meth labs and other illegal drug-related manufacturing sites.
Uses Alabama Communications and Operations Portal (ALACOP) for driver’s licenses and photo line-ups.
Secures crime scenes and directs responding deputies, as needed; separates witnesses, ropes off scene, start crime scene log, etc.
Interrogates suspects as required; obtains admissions and confessions in writing whenever possible; corroborates statements through comparisons with physical evidence and the verbal statements through comparisons with physical evidence and the verbal statements of victims and witnesses when possible.
Identifies suspects utilizing fingerprints, photographs, line-ups, witnesses, physical and forensic evidence, etc.
Arrests, transports, and processes suspects as required; advises arrestee of applicable constitutional rights in writing; completes personal history form on all felony and misdemeanor arrestees.
Prepares comprehensive and accurate case report of investigation; ensures that the case file is forwarded to the District Attorney.
Testifies in court as called.

ESSENTIAL FUNCTION: Reports. The employee completes and maintains reports and case documentation in an organized and compelling manner.

Compiles statistics for Sheriff, when requested.
Completes required reports in a neat, timely manner.
Performs follow-up on incident/offense reports as assigned by Chief Investigator; contacts victims as needed.
Compiles known characteristics of criminal activity with National Crime Information Center (NCIC); assists with the development of modus operandi characteristic development.
Maintains all response files in appropriate cross index systems for scientific processing such as forensic science, pathologist report, FBI processing lab, State fingerprint identification lab, etc.

NON-ESSENTIAL FUNCTION:

Assists local municipalities with narcotics felony reports and crime scene investigation.
Performs other job-related duties as required or assigned.

Knowledge of safety rules including accident causation and prevention.
Knowledge of first-aid, cardiopulmonary resuscitation (CPR), safety procedures, self-defense, and emergency procedures.
Communication skills to effectively communicate internally and externally, both orally and in writing.
Verbal skills to effectively communicate with co-workers, supervisors, the general public and court personnel in person, over the telephone and two-way radio.
Writing skills to develop professional letters, reports, and other materials using correct English, grammar, punctuation, and spelling.
Listening skills to take accurate statements.
Reading skills to understand and interpret state and County law enforcement directives, procedures, and instructions.
Math skills to perform basic arithmetic calculations.
Driving skills to properly operate a vehicle safely under adverse conditions and situations.

Minimum Qualifications

Possess a current and valid Alabama Peace Officer Standards and Training Commission (APOSTC) Certificate.
A minimum of five (5) years of law enforcement experience with training and experience in a full range of law enforcement activities; two (2) years of experience as an Investigator.
Possess a current and valid driver’s license; must be insurable.
Ability to complete Narcotics Investigator course within six (6) months of entering the job.
Ability to complete interview and interrogation courses and Crime Scene Technician Certification.
Ability to complete evidence collection and preservation training.
Ability to obtain certification in dealing with manufacture and conversion labs.
Ability to work overtime, holidays, weekends and during emergencies; ability to be on-call 24 hours a day, 7 days a week.
Ability to travel in the performance of duty related work. Travel may include overnights.
Ability to pass a pre-employment background check and random drug screenings.

Physical Demands

The work requires considerable and strenuous physical exertion such as frequent climbing of tall ladders, lifting heavy objects over 50 lbs., crouching, or crawling in restricted areas, and defending oneself or others from physical attack.

The work environment involves high risks with exposure to potentially dangerous situations or unusual environmental stress which require a range of safety and other precautions, e.g., working at great heights under extreme weather conditions, subject to physical attack or mob conditions, or similar situations where conditions cannot be controlled.
