JOB TITLE:
Project Manager, Contracts


Bargaining Unit Status:Non-Bargaining Unit

FULL-TIME (hours per week: 40) M-F 6:30 AM-3:00PM with occasional weekends

EDUCATIONAL QUALIFICATIONS:
Bachelors degree from an accredited college in business administration or a related discipline (a Bachelors degree and/or combination of equivalent education and work experience may be considered).

EXPERIENCE QUALIFICATIONS:
  • Five or more years of experience in acquisition, procurement, and/or contract management, preferably with a non-profit organization or a service contract provider to the US government.
  • Basic knowledge of principles and practices of contract management, negotiating, establishing, and administering contractual arrangements and procurement proposals.
  • Basic knowledge of costing and pricing methodology and cost analysis skills.
  • Basic skills in or general knowledge of negotiating and establishing contractual arrangements for goods and services.
  • Basic knowledge of contractor compliance issues and procedures, as applicable to non-profit institutions and federal government institutions.
  • Experience with Microsoft Office (especially Excel and Word).

OTHER QUALIFICATIONS:
  • Basic knowledge in one or more of the following areas: federalacquisition, procurement, finance, contracting, accounting, marketing, quantitative methods, and/or organizational management.
  • Basic knowledge of or ability to analyze price proposals, financial reports, and other data to determine the reasonableness of prices; and ability to review and interpret contract provisions to achieve cost efficiencies and reductions where feasible.
  • Ability to analyze situations accurately, make timely and practical recommendations, and complete comprehensive reports.
  • Effective oral and written communication and interpersonal skills.
  • The ability to maintain confidentiality of all information.
  • Adequate ability to communicate in spoken conversation - adequate volume of speech.
  • Adequate ability in writing/reading/mathematics.
  • Proven ability to manage multiple tasks/assignments and to work independently with general supervision.
  • Must be authorized for coverage under agency insurance if operating agency vehicle, have good driving record, valid drivers license, and/or required level of personal auto insurance.
  • Must be able to complete a background check, per company requirements, satisfactorily.
  • Must be able to obtain DOD security clearance at the Secret level.
  • Ability to effectively build and maintain positive working relationships with management and peers.
  • Strong organizational, project planning, and management experience with proven analytical and multi-tasking skills.

IMMEDIATE SUPERVISOR:
Director of Government Services

POSITIONS SUPERVISED (or Team Lead responsibilities, if applicable):
Staff paid under Service Contract Act - e.g., Admin Asst, Admin Asst, Mailroom Clerk

JOB RESPONSIBILITIES SUMMARY:
Oversight and accountability for service contracts for services performed by Phoenix contractor employees. Responsible for submitting monthly invoices to various customers and supporting the Director of Government Services in creating cost proposal packages. Maintains all necessary files pertinent to multiple contracts.

ESSENTIAL FUNCTIONS:
Performs the following independently, with limited supervision:
  • Negotiates, establishes, and administers contractual arrangements and procurement proposals, in conjunction with government customers and SourceAmerica staff.
  • Works collectively with Director of Government Services to determine necessity for amendments or extensions of contracts, and compliance to contractual obligations.
  • May assist in the formulation, development, and/or revision of operating policies, procedures, and strategies for the organization, as appropriate.
  • Prepares monthly, quarterly, and annual reports; maintains proper documentation to conform with record-keeping requirements.
Performs the following, with general supervision:
  • Analyzes and prepares contractor requests for deviations from contract specifications and delivery schedules, when necessary.
  • Analyzes price proposals, financial reports, and other data to determine reasonableness of prices; reviews and interprets contract provisions to achieve cost efficiencies and reductions where feasible.
  • Assesses contractor service value and product/service reliability relative to cost; plans, organizes, and coordinates acquisition alternatives, as appropriate.
  • Serves as a primary liaison with project managers to ensure compliance with contract specifications and resolution of problems and issues, as they arise; arbitrates claims or complaints occurring in performance of contracts.

SPECIFIC RESPONSIBILITIES RELATED TO THIS POSITION MAY INCLUDE ANY OF THE FOLLOWING:
Performs the following independently, with limited supervision:
  • Create and submit all contract invoices in accordance with contract requirements and company procedures.
  • Compile and submit contractor manpower reporting for all contractual requirements.
