Job Description

Summary

Chenega Enterprise Systems & Solutions, LLC., a Chenega Professional Services’ company, is looking for a Security Specialist to support our client, the Department of Energy Strategic Petroleum Reserve. In this role, the Security Specialist will provide technical and administrative subject matter expertise in security. Must support Department of Energy (DOE) in the analysis, design, development, implementation, and evaluation of security programs based on the current DOE 470 and DOE 206 series Manuals and other Federal and/or localized directives, as applicable, as well as coordinate the company’s internal security program.

Responsibilities

  • Primary Support to the DOE Personnel Security Program and Secondary Support to the DOE Safeguards and Security Program Areas of Physical, Pro Force, InfoSec, Foreign Visits and Assignments. and Protection Program Management.
  • Provide direct support to the DOE Personnel Security Program as the support services badging official and registrar designee. Performs PIV processing, interfacing with US Access and eAPP federal systems, OMB, DCSA and SPR badging officials.
  • Maintains personnel security tracking log and clearance termination logs as requested. Supports safeguards and secures hardcopy clearance and termination records for DOE. Assists DOE in the EA Inspections and offers field assessment support. Participates in HQ meetings as requested.
  • Support the development, technical review, and publication of survey and audit reports, protection program plans, and vulnerability assessments. Assist SPR DOE with authoring local Directives, the SPR Site Security Plan, the Annual Security Management Plan, CUI Guidance Documents, Insider Threat Documents, Data Tracking Matrices, Security Presentations, Workflows, and Special Reports.
  • Assist in design, development, and implementation of performance test plans during Security Surveys, Range Inspections, Technical Assessments, and Validation of Force-on-Force Exercises in support of DOE oversight.
  • Provide Subject Matter Expertise to assist in Special Projects and Inspections and Evaluations (some which may be classified) to include the development of Lines of Inquiries pursuant to Survey Program, Topical and Sub-topical areas.
  • Conduct Independent Audits as directed by DOE or Policies and Procedures.
  • Perform tracking, trending, and analysis of FINDINGS by Site and Fiscal Year while monitoring Correction Action Plans; reporting the status to DOE as requested.
  • Performs design review on projects which include possible security impacts or implications for safeguards and security, providing comments and assisting DOE in oversight of security construction projects and protection systems.
  • Assist in special and ad hoc security tasks such as Independent Oversight, Corrective Action Plans, pre-planning Security Analysis, and developing Lines of Inquiry.
  • Assist in conducting site appraisals by supporting entry and exit meetings, preparing appraisal reports and draft findings, coordinate distribution of draft and final reports, and follow-up action items.
  • Other duties as assigned.

Qualifications

  • Bachelor’s degree preferred.
  • Minimum of five (5) years security experience, including Protective Force operations, physical and personnel security, and must have an extensive background and knowledge of security-related procedures and audit/surveillance practices. Prefer DOE and/or SPR security experience.
  • Upon hire date must have a minimum “L” level access authorization.
  • Must be processed for and able to attain a “Q” level access authorization within 1-year from initial hire date.

Estimated Salary/Wage

USD $80,000.00/Yr. Up to USD $95,000.00/Yr.
