Position: Environmental Specialist
Department: Madison County Health Department
Work Schedule: 8:00am to 4:00pm, M-F

Incumbent serves as Environment Specialist for the Health Department.
Duties:
Receives citizens’ complaints regarding alleged violations of water purity, housing, refuse disposal, industrial hygiene, and air pollution regulations, consults with facility owners and operators regarding complaints and requirements, and schedules necessary inspections.
Responds to residential and commercial incidents when involving health concerns to residents, dwellings, and neighborhoods
Reviews field inspection findings and prepares necessary summaries, reports, and notifications
Reviews applications and issues final approval for private sewage disposal system permits within jurisdiction
Reviews plans for new septic systems to ensure compliance with sanitary codes
Prioritizes and investigates citizens’ complaints regarding rodent and insect infestations
Monitors known insect breeding areas and fields complaints regarding insect breeding areas and determines treatment options for specific areas
Conducts field inspections to determine site suitability for sewage disposal systems
Testifies in scheduled court proceedings as required by County
Maintains records of inspections and findings
Responds to environmental emergencies, such as hazardous materials incidents, sewage discharges, and unsanitary housing conditions
Performs related duties as assigned

Job Requirements

Knowledge of the principles and practices of public health sanitation, especially in regard to waste water treatment, solid waste management, and vector control

Knowledge of state and local laws and regulations governing refuse disposal, water purity, industrial hygiene

Ability to communicate effectively with industry and government representatives, and facility owners and operators in situations or potential difference of opinion or conflict

Ability to plan, schedule, and conduct field inspections and to direct and evaluate the work of others

Ability to read and interpret facility plans and make appropriate recommendations

Ability to maintain accurate records and prepare factual reports

Ability to legally operate a motor vehicle

Difficulty of Work

Incumbent performs duties which are broad in scope, dealing with a wide variety of situations and individuals. Work is accomplished according to generally accepted but not always clearly applicable guidelines, calling for judgment in determination of the most pertinent guidelines to apply to particular problems and situations

Responsibility

Incumbent applies the principles and practices of general health sanitation and personnel supervision to diverse situations, exercising independent judgment and decision making authority to ensure the effective operation of the section and public compliance with department policies and legal standards. Deviations from normal operating methods are discussed with supervisors at the discretion of the incumbent, with work reviewed for compliance with general policy.

Personal Work Relationships

Incumbent maintains work relationships with department staff, director, industry and governmental representatives, public facility owners and operators, and other members of the general public for the purpose of coordinating section activities, planning, and implementing required inspections, and ensuring that environmental protection standards are met and maintained.

Physical Effort and Work Environment

Incumbent performs duties in a variety of settings, including a standard office environment, outdoors and in a vehicle. During site inspections, duties may involve standing/walking for long periods, walking on uneven terrain, pushing/pulling/lifting/carrying objects weighing under 25 pounds, crouching/kneeling, bending, reaching, color perception, hearing communication, handling/grasping/fingering objects, and exposure to inclement weather, dust, dirt, and heavy machinery. Safety precautions must be followed at all times to avoid injury to self and others
