Classification Description Summary

Under administrative direction, directs, manages, supervises, and coordinates the activities and operations of the City's equal employment opportunity (EEO) and diversity action programs; oversees other programs and operations as assigned including ADA programs; performs a variety of duties to minimize EEOC/NERC complaints through effective affirmative action outreach and increased organizational awareness of cultural differences and benefits of diversity in the workplace; coordinates assigned activities with other divisions, departments, and outside agencies; and provides highly responsible and complex administrative support to the Director of Organizational Effectiveness.

Essential Functions

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Assume management responsibility for the City's equal employment opportunity (EEO), diversity action programs, and other programs and operations as assigned; manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned operations; recommend and administer policies and procedures.

Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within policy, appropriate service and staffing levels.

Plan, direct, coordinate, and review the work plan for assigned staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.

Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.

Oversee and coordinate the development and administration of the City's employee training and development program.

Conduct training needs analysis; design training programs; identify instructors; develop training calendars; manage the automated training administrative system.

Plan and conduct special events that celebrate workplace diversity and promote cultural awareness.

Minimize EEOC/NERC complaints through effective affirmative action outreach and increased organizational awareness.

Develop and recommend affirmative action plans designed to bring about needed improvements; provide EEO and affirmative action counseling for informal complaints.

Administer the City's minority business enterprise (MBE) and women in business enterprise (WBE) processes; prepare periodic reports and summaries on progress made in MBE/WBE programs.

Establish and maintain liaison between the City and minority businesses, special interest groups, and other community organizations relative to the City's EEO plan.

Investigate complaints of discrimination; issue reports of findings and ensure the prompt, fair, and impartial processing of allegations through appropriate process and channels.

Develop and administer the City's employee assistance program.

Serve as the City's ADA Coordinator and on the Reno Access Advisory Committee (RAAC); receive external complaints for persons with disabilities and/or their advocates; consult with ADA experts to resolve complaints; make site visits to review access issues with other City departments and other agencies; coordinate activities of the RAAC; lead the ADA work team; provide recommendations for funding based on input from other departments and the RAAC.

Develop and implement related programs with area schools; coordinate information and activities with teachers, principals, deans, superintendents of school, and others to create programs; write, implement, and administer grant funded programs to expand educational programs sponsored by the City; serve as liaison to grant funding sources, administrative agencies, and schools.

Oversee and participate in the development and administration of the program's annual budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.

Serve as the liaison for diversity and training operations with other divisions, departments, and outside agencies; negotiate and resolve sensitive and controversial issues.

Serve as staff on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence.

Provide guidance and counsel in matters of employee development, equal employment opportunity, affirmative action, ADA, and employee assistance program.

Provide responsible staff assistance to the Director of Organizational Development; conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to Diversity and Training programs, policies, and procedures as appropriate.

Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of affirmative action and equal employment opportunity; incorporate new developments as appropriate.

Monitor legislative efforts and legal decisions for possible application to the City's programs.

Respond to and resolve difficult and sensitive citizen inquiries and complaints.

Perform related duties as required.

Minimum Qualifications

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:
A Bachelor's degree from an accredited college or university with major course work in public administration, business administration, human resources, or a related field. A Master's degree is desirable.

Experience:
Five years of increasingly responsible experience administering equal employment opportunity programs.
