Job Description

 
The DO is responsible for the overall management and operation of a private ambulance agency providing Basic Life Support (BLS) and Advanced Life Support (ALS) services to the towns of Harpersfield, Stamford, and Kortright in Delaware County, New York. This includes ensuring high-quality patient care, regulatory compliance, efficient resource allocation, and effective leadership of a team of EMTs, Paramedics, and Ambulance Drivers. The DO must be a certified Paramedic with a strong understanding of state and county regulations governing ambulance services. All HEMS employees shall report directly to the DO.

Essential Duties and Responsibilities:

Leadership & Management:

Oversee all aspects of daily operations, ensuring 24/7 coverage for emergency and non-emergency transports.
Supervise, mentor, and evaluate all agency personnel (EMTs, Paramedics, Drivers).
In coordination with the HEMS Board of Directors, develop, implement, maintain, disseminate and enforce agency policies in accordance with local, state, and federal regulations.
Develop, implement, maintain, disseminate, and enforce agency procedures.
Foster a positive and productive work environment that promotes teamwork and professionalism.
Manage employee scheduling, payroll, and benefits administration (or oversee designated staff responsible for these functions).
Conduct regular staff meetings and training sessions to address operational issues, updates in protocols, and continuing education requirements.
Handle employee relations issues, including disciplinary actions, grievances, and performance improvement plans.


Clinical Operations:

Ensure the delivery of high-quality patient care by all field personnel.
Monitor clinical performance and implement quality assurance/quality improvement (QA/QI) initiatives.
Maintain appropriate medical supplies and equipment, ensuring proper functionality and maintenance.
Collaborate with medical directors and other healthcare providers to establish and maintain clinical protocols.
Investigate and resolve patient complaints or incidents.


Regulatory Compliance:

Maintain a thorough understanding of all applicable local, state, and federal regulations governing ambulance services (e.g., HIPAA, OSHA, DOT).
Ensure compliance with all licensing and certification requirements for the agency and its personnel.
Manage all necessary documentation and reporting requirements.
Oversee vehicle maintenance and inspections to ensure compliance with DOT regulations.


Financial Management:

In collaboration with the Board of Directors, develop and manage the agency's annual budget.
Monitor revenue and expenses, ensuring financial stability.
Oversee billing and collections processes.
Negotiate contracts with insurance providers and other healthcare organizations.
Explore and secure grant funding opportunities, as appropriate.


Community Relations:

Build and maintain positive relationships with local hospitals, fire departments, law enforcement agencies, and other community stakeholders.
Represent the agency in community events and meetings.
Promote the agency's services and educate the public about emergency medical services.


Emergency Response:

24 hours of ride time per week required
Overtime as needed to cover shifts

Qualifications:

Current and valid Paramedic certification.
Minimum of 4 years of experience as a paramedic.
Demonstrated knowledge of local, state, and federal regulations governing ambulance services.
Strong leadership, communication, and interpersonal skills.
Excellent organizational and time-management skills, including supervisory or management experience.
Ability to work effectively under pressure and in stressful situations.
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and other relevant software.
Valid driver's license with a clean driving record.
Experience in budget management and financial reporting.
Experience in rural EMS operations preferred.

Physical Demands:

Ability to meet the physical demands of a Paramedic, including lifting, carrying, and moving patients and equipment.
Ability to work flexible hours, including nights, weekends, and holidays, as needed.
