Job Description

Salary Range: $60,000 - $80,000 annually (Ordinance language to be written as bi-weekly) 

 

General Description: 

To oversee and supervise the daily operations of the entire Village; including but not limited to, the water system (plant and distribution), wastewater system (plant and collections), streets and street rights-of-way and parks and recreation facilities. Hired by Village Council and under the direct supervision of the Mayor. 

 

Work Schedule: 

This is considered to be a full-time position. The normal work schedule for this position shall be forty (40) hours/week; Specifically, Monday-Friday 7:00 a.m. - 3:30 p.m. Because this is a salaried position that requires the need to occasionally work evenings and weekends; additional hours shall be required as necessary, without additional monetary compensation. 

 

Work Responsibilities: 

The responsibilities of this position shall include, but not be limited to, the following duties. The following duties are intended to depict some, but not all, of the typical tasks required by this position. This position may require additional tasks as instructed by the direct supervisor. 

  • To oversee, supervise and administer the daily operations of the Utilities Departments; including the water system, wastewater system, streets and parks and recreation facilities. 
  • To assist in the annual appropriations budget. 
  • To enforce all applicable rules, regulations, ordinances and policies, as enacted by the State of Ohio, Allen County and Village of Spencerville. 
  • Seek various funding sources to aid in financing capital improvements, through local, state and/or federal agencies. 
  • Purchase or authorize purchases, for all projects, write specifications for projects being bid, create proposals for utility rate adjustments and assist in writing contracts/agreements. 
  • Authorize all expenditures within the Utilities Departments. 
  • To draft various rules and/or policy modifications for presentation to Village Council for review/approval. 
  • To draft bylaws and regulations as deemed necessary for the safety, health and welfare of the Village, to be presented to Village Council for review/approval. 
  • To work closely with consultants regarding the design of various infrastructure improvement projects. 
  • To work closely with all contractors and subcontractors on Village infrastructure improvement projects. 
  • To create workable solutions to problematic situations. 
  • Possess the ability to communicate with all levels of employees, citizens of the Village and authorized Village representatives. 
  • To represent the Village in a professional manner under all circumstances. 
  • To conduct employee meetings, trainings and reviews, as required. 
  • To attend all Village Council meetings and all Committee meetings, as required. 
  • To assist in any project being performed in the field, as required. 
  • To follow all State of Ohio, Allen County and Village of Spencerville general rules, regulations, policies, operation & maintenance procedures, and to implement and enforce the same. 

 

Normal Employment Standards: 

  • High School Diploma or General Education Development (GED) certificate.  
  • College education and/or degree would be preferred.  
  • A Class I (minimum) Water Supply certification issued by the State of Ohio and a Class II (minimum) Wastewater Works certification issued by the State of Ohio, would be preferred.  
  • Minimum of at least three (3) years experience in a municipally operated environment. 

 

Required Knowledge, Abilities and Skills: 

  • Ability to work well with fellow employees and to delegate responsibilities to other employees.  
  • Ability to offer praise, as well as constructive criticism, to employees as necessity dictates.  
  • Ability to communicate to all levels of employees, the general public, contractors and/or subcontractors and all other Village agents or representatives.  
  • Ability to recognize and solve problems and be confident in the decision-making process.  
  • Possess good record keeping, scheduling and organizational skills.  
  • Ability to utilize all necessary computer software required to perform daily correspondence, including but not limited to, Microsoft Word, Excel, email and Internet.  
  • Possess the skills and knowledge needed to perform routine maintenance as required. 

 

Special Requirements: 

Must possess a Class B Commercial Driver's License with Air Brake endorsement, issued by the State of Ohio Bureau of Motor Vehicles.
