General Purpose for Job:
Design roadways and oversee construction and maintenance projects.
Reporting Structure for:

Department Administrator:
County Engineer
First-level Supervisor:
County Engineer
Supervises:
Road Maintenance Superintendent, Construction Inspector, Roadway Technician, and Miscellaneous Seasonal Workers
* In addition to providing direct supervision to this position, the Road Engineer manages, through first-line supervisors and work coordinators, the work of the Highway Maintenance Supervisor-Road, Highway Maintenance Worker-Road I, IA, II, IIA, III, IIIA, IV, and Miscellaneous Seasonal Workers
DUTIES
(The duties listed below are illustrative of the work performed by this classification. All duties are essential functions of the job unless otherwise noted. The percentage of time allocated to each group of duties is approximate.)
50% - Manage the county road program and department
Establish the department’s short and long-term goals and objectives
Establish annual program of maintenance, construction and rehabilitation for roads
Develop and implement department programs and services necessary and/or desirable to the County’s residents and the Engineer
Interpret and ensure adherence to applicable federal, state and local codes, ordinances, regulations and laws
Develop and administer the annual budget for the department
Estimate material and tools, equipment and vehicles needed to perform the work. Oversee process to purchase equipment, vehicles, tools and supplies.
Manage department staff directly and through first-line staffReview application materials; select interviewees and conduct interviews. Review recommendations of first-line supervisors.
Develop, implement, and oversee orientation and training programs for new employees including proper work and safety procedures
Review first-line supervisor’s staffing plans; determine staffing requirements for timely completion of work
Review employee record of time worked to verify accuracy. Review work in progress for status and safety. Adjust work methods as necessary to ensure timely completion and high quality of work. Review work upon completion; scheduling additional work as needed
Evaluate employee performance; confer with supervisors and work coordinators regarding individual employee performance; counsel employees regarding performance issues
Ensure compliance with the Engineer’s employment-related policies and procedures
Recommend disciplinary action as necessary
Ensure effective communication of information to all employees
Oversee the inspection of roadways and drainage; recommending and designing repairs and scheduling necessary work. Meet with township and village representatives to discuss and negotiate road and drainage projects
Accept and respond to inquiries and complaints from county residents
Develop and implement quality control programs
Manage the permitting process for work within the right-of-way to include driveway permits, utility permits, ditching permits, and general roadway work permits
Establish guidelines to ensure comprehensive and current recordkeeping systems for both activities and operational procedures
20% - Design roadways and drainage
Designs/engineers basic to complex plans for the replacement, maintenance and rehabilitation of roads
Order and direct field-engineering projects, surveying, inspection and drafting through first-line supervisors
Research deeds, plats, easements, and right-of-way documents and records relevant to engineering projects
Determine right-of-way takes, calculates closures and areas for right-of-way takes for engineering projects and prepares legal descriptions
Maintain construction design and engineering records
20% - Administer road design, construction and repair projects
Prepare bid specifications for work to be performed by consultants and contractors
Monitor the work of consulting/contract firms performing engineering design and construction
Inspect contractors’ work on capital projects; ensuring contract compliance and quality
Approve change orders for capital projects
Serve as interface and project coordinator between consultants/contractors and government agencies (e.g., ODOT)
10% - Miscellaneous
Contribute to the development of the Engineer’s Office budget, long-range plans, policies and operation procedures
Work cooperatively with other agencies, departments and the general public to support the Engineer’s mission to serve the public
Attend and actively participate in department and other meetings
Gather and compile data as requested by the Engineer
Maintain and increase knowledge and skills through attendance at meetings, conferences, training seminars and in-service training sessions
Provide verbal and written responses, preparing simple to moderately complex written correspondence as needed
Perform other related duties as assigned
MINIMUM EDUCATION AND EXPERIENCE
Education:
Bachelor’s degree in Civil Engineering or Civil Engineering Technology
Experience:
Five years work
experience
that included responsibility for designing roadways, managing inspection and repair programs, and coordinating the work of contractors.
A different combination of education and experience may be acceptable if deemed equivalent.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge, skill and ability necessary to:
Operate these and similar tools and equipment for a standard work shift, in accordance with customary operating and safety practices:
Representative Tools and Equipment:
Office Equipment and Software
AutoCAD - Creating and updating drawings and plans
ArcMap/ArcGIS - Creating and updating maps, databases, etc.
FreeAnce - Searching for parcel and owner information
Personal computer; Microsoft Office - Preparing correspondence, maintaining records
Use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems
Correctly analyze, define, and make recommendations to correct problems related to roadways and drainage to ensure public safety and cost effectiveness
Read, interpret, evaluate and apply design plans, manuals, specifications and other technical information
Perform engineering design necessary for the construction/rehabilitation of roads and drainage
Perform simple to advanced mathematical calculations
Interpret and apply laws, codes, regulations and policies
Manage contract work to ensure compliance with contract specifications
Plan, schedule and organize multiple activities, as well as the work of others
Estimate labor and material requirements; perform purchasing functions
Work within budgetary, procedural and/or policy guidelines and constraints
Plan, project and otherwise develop recommendations for future activity
Define problems, collect data, establish facts and recommend appropriate response or action
Manage employees including selection, training, and evaluating performance
Develop and maintain effective working relationships with supervisor, co-workers, representatives of other agencies and the general public
Communicate effectively and courteously with others both verbally and in writing
Persuade, negotiate and resolve conflicts
Prepare accurate and concise reports ranging from simple to moderately complex
Operate standard office equipment including word processing and spreadsheet software
Perform work of a physical nature for short periods of time
License or Certification Required:
Current State of Ohio Professional Engineer’s license
Valid State of Ohio Drivers’ License with a driving record acceptable to the Engineer’s Office insurance provider
Certified in CPR, AED and First Aid (training provided by Allen County Engineer)
Physical Demands:
Frequently – Bending and stooping and lifting light weight (2-5 pounds)
Occasionally – Standing for long periods of time and lifting moderate weight (6-19 pounds)
