POSITION: Program Manager
STATUS: Non-exempt/ Full-time
COMPENSATION: $ 27.00 hr
GENERAL STATEMENT:
The Salvation Army is a branch of the Christian Church, and the ultimate goal of all programs is the spiritual regeneration of all people.
SCOPE OF POSITION:
The Program Manager is responsible for the implementation of program policies and protocols. Oversees the shelter's daily operations while working closely with the Program Director. In addition to managing the overall operations of the shelter, the Program Manager is responsible for contract compliance, staff training, and ensuring the overall safety of volunteers, staff, and clients.
DUTIES & RESPONSIBILITIES:
Maintain communication with the Program Director on all contracts, personnel, grievances, IRs, panel reviews, and new contact with outside agencies for potential partnerships.
Direct Management, operations, and supervision of the shelter program
Serves as Primary contact point working with officials or funding for existing relationships.
Maintain proactive relations with other service organizations.
Participate in submitting grants, contracts, and proposals related to shelter, and submit all contract and grant work for review by the Program Director.
Assist guests to ensure a safe environment, including compliance with rules and policies.
Maintain a list of community resources available to guests and individuals calling for assistance and disperse the information in a friendly and business-like manner.
Respond to crisis and inquiry telephone calls by providing support, information, and referrals to other appropriate social service agencies.
Represent Salvation Army programs to other community agencies and representatives respectfully and positively.
Conduct periodic walking inspections of all facility areas to identify and initiate appropriate action (correction, reporting, etc.) for hazards, inappropriate behavior, needed repairs, or other notable conditions.
Respond to emergencies, making independent decisions within policy guidelines as necessary.
Provide crisis intervention and institute security procedures should a critical or threatening situation arise. Provide timely and appropriate notification to police, fire, emergency medical, and supervisory authorities.
Work with the Business Manager on budget management and program contract compliance.
Provide orientation, support, and supervision to staff and volunteers.
Assist with the orientation and training of new staff, volunteers, and interns.
Work cooperatively with other Salvation Army staff and programs.
Participate in staff meetings.
Create and maintain physical files as needed.
Generate reports as needed.
Maintain case records and required forms and reports in prescribed format.
Prepare general correspondence as requested, including form letters.
Perform other administrative functions as requested by the Director
Comply with Salvation Army procedural requirements, including those outlined in the Policy & Procedure Manual and Employee Handbook
EDUCATION & EXPERIENCE:
College degree preferred or equivalent experience as a Program Manager
HS Diploma or GED required
Minimum of one year experience in public contact / Customer Service
Minimum of two years administrative experience
Minimum of two years Program Management Experience

Willingness to abide by the Salvation Army's drug and alcohol policy.
SOFTWARE-RELATED SKILLS:
Proficient in Microsoft Word and Excel
Microsoft PowerPoint, helpful
Knowledge of the use of the email program - Outlook
Knowledge of integrated database applications and ability to use new software programs with basic training.
PHYSICAL REQUIREMENTS:
Ability to sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or continuous basis
Ability to grasp, push, and pull objects such as files and file cabinet drawers and reach overhead
Ability to operate the telephone
Ability to operate a desktop or laptop computer
Ability to lift up to 45lbs
Ability to access and produce information from a computer
Ability to interpret and understand written instruction

Health Insurance: Low bi-weekly premiums ($34.62) for employee only coverage, Kaiser HMO for those residing in a Kaiser service area, Anthem EPO/PPO is available for those residing outside of a Kaiser service area. Voluntary +1 and +family coverage at additional cost. Delta Dental DHMO and DPPO dental insurance offered starting at $2.31 bi-weekly cost. Employees are covered by an employer paid life insurance policy. Voluntary supplemental life, short-term and long-term disability plans are available.
Retirement Plans: Employer-funded Money Purchase Pension Plan (Defined Contribution Plan) 50% vested at 5 years eligible service time, employee funded voluntary 403(b) options
Parental Leave: Benefit will be one week (5 business days) of paid leave at the employee's normal rate of pay for births, adoptions and foster placements.
Sick Leave: 12 days annually accruing from day one, eligible for use after 3 months' service time.
Paid Vacation: 2 weeks annually accruing from day one, for non-exempt positions. 4 weeks annually accruing from day one, for exempt positions. Accrued vacation eligible for use after 6 months' service time.
Paid Holidays: 13 designated holidays + 1 floating holiday per year
