Amentum is looking for a highly skilled and experienced Senior Spectrum Manager to support the global mission requirements of the United States Navy in Yokolsuka, Japan.

Day to day work will include the analysis of technical data for communication equipment/systems, radar systems, passive and active sensors, Electronic Attack, Electronic Warfare, and other systems, submitted through the coordination chain to eliminate conflicts in frequency assignment management. Specific work will focus on the training, application, and execution of a variety of spectrum management taskings in accordance with Host Nation requirements.

Your knowledge of radio equipment and radio propagation characteristics aids in training appointed spectrum managers to execute their daily duties. The position will provide you with a unique experience through the chance to work with systems utilizing the entirety of the radio-frequency spectrum from direct current to daylight. You will work with minimal oversight in the coordination with appropriate military and other government officials. Senior Spectrum Manager Responsibilities Include:

  • Providing training to Fleet Spectrum Managers prior to deployment and while deployed on ships (Shipboard stays are expected to be for a duration of 5-7 days at a time - however, longer stays may be required due to unexpected circumstances).

  • Developing and maintaining a curriculum to meet the needs of the Fleet appointed spectrum managers duties. Training will include using Real Time Spectrum Operations (RTSO) to conduct network plan management, RADAR planning, preparing Operational Task Communications (OPTASKCOMs), and assigning Tactical Air and Navigation (TACAN) channels.

  • Review and provide guidance on governing doctrine and policy that affects the RTSO software

  • Provide training in ACES and JACS and how to develop a JCEOI.

  • Travel to/attend meetings across the WESTPAC area, related to spectrum supportability and provide technical reviews of documents related to spectrum management (e.g., Instructions, Manuals, and Regulations, policy papers, etc.)

  • Travel to/attend meetings/training in the US (Dahlgren, VA area) as needed (typically 1-2 times per year)

Minimum Qualifications and experience:

  • Graduate of the Interservice Radio Frequency Management School (IRFMS) or The Army Spectrum Management Course or a BS/BA Degree (A four-year degree from an accredited university)

  • Must have an Active TOP SECRET US Government Clearance. Note: US Citizenship is required to obtain a TOP SECRET Clearance.

  • Must be able to obtain and maintain a US Government issued Passport and/or VISA.

  • Strong analytical skills and ability to use data to drive decision-making.

  • Knowledge of DoD and DON regulations, policies, and procedures.

  • Excellent written and verbal communication skills.

  • Ability to work independently and manage multiple projects simultaneously

Preferred Qualifications:

  • Knowledge of any of the following GEMSIS software applications: 

                  - Equipment Location Certification Information database (EL-CID)

                         - Host Nation Spectrum Worldwide Database Online (HNSWDO)

                         - Joint Spectrum Data Repository (JSDR)

  • Five+ years’ experience in U.S. Navy programs or operations

  • Understanding of INDOPACOM spectrum process and procedures
