Classification Description Summary

Under administrative direction, directs, manages, supervises, and coordinates the activities and operations of the Administrative Services Division within the Parks, Recreation, & Community Services Department including the central office (registration, accounting, personnel and payroll), and/or enterprise funds; coordinates and directs the arts and culture enhancement programs and historic buildings management, grant allocations, public art placement and related activities within the City; coordinates and oversees the Department's Volunteer program in cooperation with each Division; coordinates, identifies, and assists the Divisions in development of financial resources to support programs, activities, capital projects, and events; provides strategic planning preparation and guidance for the Division and support for Department-wide strategic and tactical plans; and serves as a liaison to selected boards and commissions, as assigned.

Essential Functions

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Assume management responsibility for all division services and activities including the central office, business services, scholarship fund allocations, budget preparation, including enterprise funds.

Manage and participate in the development and implementation of division goals, objectives, policies, and priorities for each assigned service area; recommend and administer policies and procedures.

Provide responsible staff assistance to the Director of Parks, Recreation, and Community Services; provide strategic planning preparation and guidance for the Division and support for Department-wide strategic and tactical plans, conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to assigned programs, policies, and procedures as appropriate.

Oversee and direct the Department's Volunteer Program including, recruitment, assignment, tracking, acknowledgement and overall management of the program.

Manage and direct the arts and cultural affairs initiatives of the City, participate in a variety of activities to stay abreast of the needs and trends of the community; develop and manage outreach efforts and activities to enhance program visibility within the community; make presentations, attend meetings and events, and participate in community organizations as a representative of the City and its cultural development interests and efforts; advise other Division staff and Director on the identification, development, and execution of special events.

Prepare contracts; inspect or supervise on-site public art installations and/or the delivery of contracted services; evaluate completed work for project acceptance.

Coordinate plans for maintaining public art pieces; manage the public art fund and annual budget; develop new public and private funding sources; ensure the collection and proper credit and identification of contributions to the Public Art Fund pursuant to the Art in Public Places Ordinance.

Supervise and direct the cultural arts and public art programs within the City; submit public art and grant proposals to appropriate City of Reno staff and advisory commissions and committees for review; receive and incorporate comments into consultant/contractor agreements and/or public art designs.

Manage and oversee the use and operation of McKinley Art & Culture Center, including the occupant leases; Southside Cultural Center; California Building; and Horseman's Community Building.

Direct the placement of art in the 2 city owned public art galleries and maintain the artist registry for use by the City and private entities.

Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.

Plan, direct, coordinate, and review the work plan for assigned staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.

Select, train, motivate, and evaluate assigned personnel, provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.

Oversee and participate in the development and administration of the Division's annual budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments. Oversight and development of grant sources to fund Department programs, services and projects.

Assess and monitor work load, administrative and support systems, and internal reporting relationships, identify opportunities for improvement; direct and implement changes.

Maintain accurate files and records; prepare correspondence, memos, and reports as required.

Serve as the liaison for the Administrative Division with other divisions, departments, and outside agencies; explain and justify division programs, policies and activities; negotiate and resolve sensitive and controversial issues.

Participate in labor relations activities, including but not limited to, collective bargaining, handling grievances, employee discipline and other personnel matters, conducting investigations and other related duties.

Serve as primary staff representative to the Reno Arts and Culture Commission and its Committees and serve as staff liaison on a variety of boards, commissions, and committees, as assigned by Director; prepare and present staff reports and other necessary correspondence.

Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of parks and recreation; incorporate new developments as appropriate.

Respond to and resolve difficult and sensitive citizen inquiries and complaints.

Perform related duties as required.

Minimum Qualifications

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:
Operations, services, and activities of a central support office including registration, accounting, personnel, and payroll functions.
Principles and practices of program development and administration.
Principles and practices of volunteerism (recruitment/background checking, tracking assignment, supervision, and acknowledgement).
Principles and practices of labor relations activities.
Methods and techniques of identifying and acquiring operational and capital resources for parks and recreation.
Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
Principles and practices of municipal budget preparation and administration.
Principles of supervision, training and performance evaluation.
Pertinent federal, state and local laws, codes and regulations.

Ability to:
Oversee and administer Department-wide support and technical services including central office, and business services.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:
A Bachelor's degree from an accredited college or university with major course work in parks and recreation administration, public administration or a related field.

Experience:
Seven years of increasingly responsible parks, recreation, community service, and/or park/facility development experience, including two years of administrative and supervisory experience.

License or Certificate:
Possession of an appropriate, valid driver's license.
