Job Description

General Description
Performs information security and cybersecurity analysis work involving planning, implementing, and monitoring security measures for the protection of information systems and infrastructure. Develops security architecture and policies based on business needs, risk assessments, and regulatory requirements. Work also includes protecting cybersecurity assets, incident response, threat assessment, software security, and vulnerability assessment services. Conducts information security risk analysis and system audits. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions

Directs the agency risk management program through planning, developing, coordinating, and implementing information technology disaster recovery and business continuity planning.
Develop plans to safeguard computer configuration and data files against accidental or unauthorized modification, destruction, or disclosure and to meet emergency data processing needs.
Oversees the ongoing development and implementation of statewide information and cybersecurity policies, standards, guidelines, and procedures to ensure information security capabilities cover current threats.
Develops and implements agency policies for encryption of data transmissions and the erection of firewalls to conceal information as it is being transmitted and to eliminate tainted digital transfers.
Performs technical risk assessments and reviews of account permissions, computer data access needs, security violations, programming changes, and new and existing applications and systems, including data center physical security and environment.
Performs forensic analysis of information systems and portable devices and forensic recovery of data using assessment tools.
Develops plans to safeguard computer configuration and data files against accidental or unauthorized modification, destruction, or disclosure and to meet emergency data processing needs.
Ability to adaptto changing technology as it may pertain to the development of future projects or to assist in current projects.
Capability to oversee and/or supervise the work of others.

Minimum Education And Experience:

At least 5 years experience computer systems support work, installing and repairing equipment and training staff on how to use equipment and software. Graduation from an accredited four-year college or university with major course work in computer science or a related field is generally preferred. Experience may be substituted for college education.
May require certification as a Certified Information Systems Security Professional (CISSP), Certified Information Systems Auditor (CISA), Certified Information Systems Manager (CISM), or Certified in Risk and Information Systems Control (CRISC).

Knowledge, Skills, and Abilities

Knowledge of local, state, and federal laws and regulations relevant to information security, privacy, and computer crime; the principles and practices of public administration and management; the limitations and capabilities of computer systems; technology across all network layers and computer platforms; and operational support of networks, operating systems, Internet technologies, databases, and security applications.
Skill in the use of a computer and applicable software; and in configuring, deploying, and monitoring security infrastructure.
Ability to direct and organize program activities; to identify problems, evaluate alternatives, and implement effective solutions; to develop and evaluate policies and procedures; to prepare reports; to resolve advanced security issues in diverse and decentralized environments; to communicate effectively; and to supervise the work of others.
Ability to recognize, analyze, and resolve problems in a Windows environment, to write and revise standards and procedures.
Ability to resolve complex security issues in diverse and decentralized environments; to plan, develop, monitor, and maintain cybersecurity and information technology security processes and controls; and to communicate effectively.
Programming skills preferred.
Knowledge of SQL Server, ASP or MVC and previous creation of server-side applications a plus.
Ability to handle multiple projects.
Ability to operate information technology systems and to communicate effectively.
Willingness to work in a field (test barn) and racetrack environment.
Willingness to work weekends and holidays and travel as needed to support the agency mission, at agency expense.
