Responsible for all purchasing activities, as assigned by the Supply Chain Operations Manager, taking into consideration quality, delivery, price, risks, terms and other significant factors. Coordinates and manages the procurement of materials, parts, equipment, and supplies for the organization's development programs.
Major Position Responsibilities
Participate in the development and maintenance of program supply chain plans with planners and program staff.
Lead all supplier contact and management efforts.
Coordinates cross functionally.
Process assigned requisitions in compliance with defined cycle times in support of defined program supply chain plans and business requirements, as applicable.
Negotiate pricing and delivery to reduce costs and meet delivery requirements.
Issue Purchase Orders and/or IDWA's as necessary.
Work closely with programs, master scheduling, cost/price analysis and compliance groups to ensure timely and accurate completion of activities and communication of status.
Prepares and conducts competitive solicitations for assigned suppliers and/or products; evaluates bids, selects and recommends suppliers.
Negotiates and settles with suppliers regarding return of materials, over shipments, rejections, losses, damages and engineering changes within assigned scope of responsibility and level of authorization.
Conducts supplier site visits and rates them as to production capability, performance and delivery, often as part of a team.
Comply with GDOTS corporate and business unit policies and procedures.
Comply with all applicable governmental regulations and laws.
Provide fair and reasonable price determination, as required within assigned work.
Prepare and document cost/price analysis, as required within assigned work.
Other duties as assigned.
Travel to supplier and other GD locations as required. Approx. 15%.
Basic Qualifications
Knowledgeable of a wide range of commodities and services.
Working knowledge of legal aspects of purchasing/procurement as required by federal, state and local levels of public laws and regulations, UCC, DFARS.
Demonstrated working knowledge of purchase order documentation (single/sole source, source selection, price/cost analysis contract flow down, cost accounting standards, certifications etc.) and its significance within the procurement process.
Demonstrated skills in negotiations of major procurements/prime contracts.
Strong interpersonal skills, with ability to work effectively in a team environment and across all levels of an organization.
Excellent problem-solving, planning, organizational, oral and written communication skills. Must be able to identify and resolve issues/problems in a timely manner and develop alternative solutions.
Ability to respond to customer inquiries in written and verbal manner, as well as able to communicate clearly and persuasively with both the customer and co-workers.
Ability to perform in a fast-paced independent atmosphere and demonstrate attention to detail.
Self-starter, comfortable working independently, without day-to-day direction.
Excellent computer skills. Must be proficient with MS Office (Project, Excel, PowerPoint, Word, Outlook), including the use of MRP systems and electronic purchasing modules.
Education and Experience: BA/BS Degree in Business Administration, or related field, and at least ten (10) years of procurement, material and supply chain management experience. Prior DoD procurement experience and use of IFS software is preferred.

Pay Range (USD)
$85,732 - $159,217
Additional Compensation
Hired applicant may be eligible to participate in the Company's Gain Sharing Program.
