The Sr. Budget Analyst will assist in the preparation and coordination of the City’s annual budget and will participate in the preparation of the long-range forecast. Responsibilities include but are not limited to the maintenance of the City’s general ledger in connection with the proper recording of revenues and expenses, analysis and review of financial transactions in preparation of quarterly and annual financial reports, preparation of complex statistical forecasting models and data compilation. The Sr. Budget Analyst will participate in various department core functions such as annual budget, year-end audit and CAFR preparation as well as periodic assistance in review and/or updates of financial procedures for accuracy and completeness. Special projects may be assigned on an as needed basis.

Duties

  • Accounting Review/Analysis:  Prepares reports and maintains transaction records for the City.  Reviews accounts to determine availability of funds. Makes recommendations to resolve finance related problems and assists in special audits.
  • Budget: Assists in preparation of the annual operating, capital and component unit budgets as well as quarterly budget amendments. Serves as a liaison between department and management to formulate and implement the budget objectives. Assists with departmental training during the budget cycle. Monitors department budgets for compliance throughout the fiscal year. Submits City’s adopted budget to GFOA for review and applies for the annual Distinguished Budget Presentation Award.
  • Maintains ongoing communication with all departments regarding financial activities. Assists departments with necessary budget transfers and generates journal entries to reclassify miscoded transactions. Assists other departments with requests for schedules and reports.
  • Provides financial reports to include complex statistical forecasting models, trend analysis and financial projections. Compiles financial data and prepares work papers, graphs, charts, etc. for internal and external presentations.
  • Position Control: Maintains and coordinates position control information between departments, Payroll and Human Resources for accurate data entry into the system. 
  • Performs all other duties as assigned.

Minimum Qualifications

Required:

  • Bachelor's degree in Accounting, Finance, Business Administration or related field from an accredited college or university.
  • Two years of experience in budget, finance or related field. 
OR
  • An equivalent combination of education, experience, certification and/or licenses sufficient to successfully perform the essential functions of the job.
Preferred:
  • Five years of direct experience in budget and management analysis. 
  • Prior municipal experience. 

Knowledge, Skills and Abilities

Must possess strong interpersonal skills and have ability to effectively communicate and maintain effective working relationships with employees, department directors, city management and elected officials. Must be detail oriented and able to accomplish duties in a timely, accurate and efficient manner. Must have positive attitude and be able to learn new tasks quickly.   Required to be a team builder/player, work independently without constant supervision, multi-task, troubleshoot and problem solve. Strong working knowledge of spreadsheets and word processing systems is essential. A general knowledge of accounting and financial reporting is expected.   

Attendance is an essential function of this position. The City reserves the right to require an employee in this position to work more than 40 hours a week. This position provides services or performs duties for the benefit of the general public during emergency situations. These may include services or duties different from those performed in the usual course and scope of your job. In the event of an evacuation, the incumbent in this position may be required to remain to perform needed services.
