Job Results:
To perform technical work in the inspection of projects and complaints with regard to zoning. Work involves the interpretation, equitable enforcement and application of the Zoning Ordinance. Responsible for the administrative and technical review of all private and municipal projects with respect to the Zoning Ordinance. Responsible for receipt, recording and resolution of all complaints concerning zoning matters. Work is subject to general supervision of the Town Planner and is carried on with considerable independence and initiative although it is subject to review by analysis of reports and inspection.
Work Environment:
Work involves field and office review of sites and plans for conformance with zoning code requirements. More than half of this position’s duties will be performed outside of the office and may result in exposure to adverse weather conditions. May attend meetings and perform work duties outside of normal workday and workweek schedule.
Essential Job Functions:
- Conducts and is responsible for the review of all private and governmental plans and projects as they may relate to applicable zoning ordinance.
- Conducts field inspections as needed to determine compliance with the Zoning Ordinance.
- Conducts inspections of all Special Development Districts and to determine continued compliance with Zoning and Town Council imposed conditions.
- Conducts inspections as required by the Town Planning and Zoning Commission and the Zoning Board of Appeals for the compliance with condition of approvals.
- Inspects and reports to the Supervisor of Inspections that provisions of the Zoning Ordinance have been met for each application for a Certificate of Zoning Compliance.
- Serves as Clerk and administrative staff to the Zoning Board of Appeals
- Uses constable powers to enforce the Zoning Ordinance.
- Extensive contact with the general public and attorneys, engineers, architects, land surveyors, etc., to interpret, answer and advise on matters related to the Zoning Ordinance.
- Prepares reports of violations and complaints and pursues them to resolution; attends meetings of the Zoning Board of Appeals and other Federal, State or Local agencies; and performs related work as required.
- Coordinates monthly code enforcement meetings.
- Works closely with the Office of the Corporation Counsel relative to litigation and enforcement issues.
Knowledge, Skills, and Abilities
- Knowledge of the principles and practices of municipal planning and zoning.
- Ability to establish and maintain effective work relationships with the public, private organizations and business, Boards/Commissions/Committees, and other Town staff.
- Ability to express ideas effectively in oral and written form to associates, general public and appointed boards or commissions.
- Ability to guide and direct subordinate personnel in completion of assigned work.
- Ability to analyze, interpret and administer the provisions of the Zoning Ordinance.
- Ability to read, interpret and analyze plans and specifications with respect to zoning requirements.
- Ability to enforce in an equitable manner, the zoning requirements of the Town.
- Proficiency in MS Office and ArcGIS software.
Minimum Qualifications:
Bachelor’s degree in urban or regional planning or closely related field plus two (2) years of progressively responsible experience in land use planning, enforcement, or a combination of education, training, and that provides a demonstrated ability to perform the duties of the position.
Certification as Zoning Enforcement Official (CZEO) by the Connecticut Association of Zoning Enforcement Officials (CAZEO) after completing the certification program designed and administered by CAZEO as may be amended. Must become certified within one (1) year of appointment or at the earliest date based on scheduling of the CZEO Certification Program. Certification must be maintained for the duration of employment as a zoning enforcement officer. Failure to obtain and/or maintain certification will be cause for termination.
Possession of valid Connecticut motor vehicle operator’s license required.

Oral Board Examination 100% 70%
The Town reserves the right to limit the number of candidates invited to each phase of any selection process. Candidates must achieve a passing score of 70% on the Oral Board Examination in order to have their name placed on the Eligible List.
