Job Description

The New York City Department of Sanitation (DSNY) keeps New York City healthy, safe, and clean by collecting, recycling, and disposing of waste, cleaning City streets and vacant lots, and clearing snow and ice. DSNY is the nation's largest municipal sanitation agency, with nearly 10,000 employees, 59 district garages, and a fleet of more than 5,000 trucks, cars, and other types of equipment. The Department clears litter, snow, and ice from approximately 6,500 miles of City streets and removes debris from vacant lots as well as abandoned vehicles from City streets. Under Local Law 199 of 2019, the Department of Sanitation is required to implement a program known as Commercial Waste Zones (CWZ), which transfers the regulation of private waste haulers to the Department of Sanitation.

The DSNY Bureau of Commercial Waste is seeking Regulatory & Compliance Analysts to support the enforcement, oversight, and compliance functions of the CWZ program. Reporting directly to the Regulatory & Administrative Codes Manager with varying degrees of latitude for independent initiative, judgment, and decision-making, the successful candidates will:

- Monitor and analyze operational records to identify violations of CWZ rules and breaches of contract.
- Issue Notices of Violations (NOVs) in person to CWZ Awardees as part of field enforcement activities.
- Ensure timely and accurate communication with enforcement agents regarding violations and compliance matters.
- Track and maintain penalty and violation records, ensuring non-compliant actions are properly documented and addressed.
- Collaborate with DSNY’s IT, Legal, and Enforcement divisions to ensure accurate compliance reporting and enforcement actions.
- Assess compliance with Commercial Waste Carter contract terms, regulations, and reporting requirements.
- Support the preparation of hearing packages for the Office of Administrative Trials and Hearings (OATH) to ensure well-documented, factually supported cases.
- Conduct data analysis and reporting, identifying trends in compliance and violations to support strategic enforcement actions.
- Engage with external stakeholders, including CWZ Awardees and regulatory agencies, to provide training and guidance on compliance requirements.
- Perform periodic field inspections to assess operational compliance, verify Carter adherence to CWZ rules, and issue necessary violations.
- Develop written reports summarizing compliance findings for internal management, City Council, and public reporting.

Minimum Qualifications

1. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and three years of satisfactory full-time
experience as an investigator evaluating credit worthiness, searching for assets, verifying information concerning education, experience, and other personal qualifications bearing upon character and fitness for employment; or performing investigations involving the research, compilation and/or location of evidence or information in order to build a case or uncover activities of a criminal, corrupt, unlawful or unethical nature; or

2. An associate degree from an accredited college or university or 60 semester credits from an accredited college and two years of satisfactory full time experience as described in “1” above; or

3. A baccalaureate degree from an accredited college or university; or

4. A satisfactory combination of education and/or experience equivalent to “1”, “2”, or “3” above.


Preferred Skills

- Strong analytical and investigative skills with experience in compliance monitoring or regulatory enforcement. - Excellent ability to communicate clearly and effectively in person, by telephone, and through written correspondence. - Ability to manage and analyze large datasets to identify trends in non-compliance and enforcement gaps. - Proficiency in Microsoft Office Suite, including Word, Excel, and PowerPoint. - Experience working with program metrics and compliance tracking systems.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
