Jacobs Technology provides overall management and implementation of ground systems capabilities, including flight hardware processing and launch operations at NASA’s Kennedy Space Center in Florida. These tasks will support the International Space Station (ISS), Exploration Ground Systems (EGS), Space Launch System (SLS), Orion Multi-Purpose Crew Vehicle and Launch Services Program (LSP). Provides leadership for multiple departments of the COMET Space Flight Processing Directorate (Flight Systems and Ground Support Equip interfacing with flight hardware) supporting NASA’s SLS/Orion, ISS, and LSP.

The role for this position requires providing leadership, oversight, direction, and guidance for a multi-disciplined department that includes:
Contracts, Subcontracts, Procurement, Pricing, and Export Compliance.

Responsibilities: 
• Responsible for interfacing with all levels of management of the enterprise and external customers 
regularly building relationships, addressing contractual related matters, and providing contract 
guidance/interpretations/determinations.
• Provide compliance awareness with contract and regulatory requirements as well as company 
policies and procedures for the program/business management teams.
• Lead the development of contractual and pricing strategy, funding, and expenditure profiles, provide 
proper disclosures within established company policies, process, procedures.
• Draft, review, and negotiate Proprietary Information Agreements and other non-Sales Agreements 
necessary to meet organizational objectives and protect the intellectual and proprietary property of the 
company and its customers.
• Proactive development of process improvements and better, more efficient/effective ways of 
working.
• Personnel leadership/management of team of contracts and sub-contract administrators and 
procurement specialists.

Here’s what you’ll need:

 Qualifications: 

Qualifications: Bachelor of Science (BS) in related management area; at least 10 years related experience including at least three years of successfully managing people.

• Subject matter expertise in Government Contracting.
• Strong business acumen.
• Bachelor’s Degree in Business or related field.
• 10 years of experience in an aerospace/defense or equivalent regulatory contracting environment 
with leadership in contracts management.
• Strong negotiation skills, contract management, subcontractor management and program 
management risk experience.
• Proficient knowledge of FAR requirements, prime contract flow downs, International Trade 
Compliance, ITAR, EAR, Import/Export, general provisions, terms and conditions.
• Experience with multiple USG Contract Types (FFP, CPAF/IF, CPFF, Time and Material)

Physical Requirements 
– Position may involve extended periods of sitting or standing.
– Physical requirements are sitting, walking, standing, extensive use of stairs, and access to 
remote structures.
– Position is located on a hazardous testing facility; must be able to quickly evacuate buildings in 
the event of an emergency.

Work Environment
– Work will mainly be done inside.

– All work must be completed in a safe manner in accordance with NASA and Company safety standards.

Equipment and Machines 
– Computers and printers used for producing reports and schedules.
– Variety of equipment used in performing research.

 Attendance 
– Full-time regular work hours between Monday-Friday.
– Position will require occasional overtime; including in-week, weekend and holiday work 
depending on task with limited remote/offsite work.
– Must be dependable and punctual.
– This is a 1st Shift position but may require occasions of 2nd and 3rd shift support.
 
Other Essential Functions 
– Must be able to accurately communicate ideas in writing and verbal communication.
– Grooming and dress must be appropriate for the position and must not impose a safety risk/
hazard to the employee or others.
– Must comply with all “drug free workplace” requirements as mandated by directives issued by the 
appropriate federal contracting officer and the company, which requires drug testing for use of 
illegal drugs by employees in sensitive positions.
– Must maintain a positive work atmosphere by behaving and communicating in a manner that 
fosters good relations with customers, clients, co-workers, and management.
