Function as the site Environmental, Health and Safety Manager for a facilities operations and maintenance services contract that oversees critical operations at a NASA facility 24/7. Develops, implements and maintains company policies adhering to NASA, installation, local, state and Federal environmental, health and safety regulations. Involved in the design and development of work areas and work procedures and makes environmental, health and safety recommendations accordingly. Responsible for preparing, maintaining, and updating health, safety, and environmental policy and procedure manuals. Ensures compliance with all environmental, health and safety regulations, and keeps abreast of any changes to laws and regulations that impact the organization. Serves as contact with all federal, state, and local regulatory bodies, and installation safety, health, and environmental staff. Reports to the Project Manager; functions independently with management direction and review.

Responsibilities

Job Responsibilities:

  • Responsible for the organization’s environmental, health and safety programs for assuring compliance with Company policies, OSHA, EPA, Alabama, and other applicable regulations.

  • Proactively identify health, safety, and environmental hazards and implement effective controls to minimize risks.

  • Develop a Job Hazard Assessment review scheduled by week and EHS topic.

  • Submit the review schedule for PM concurrence within 30 days of position start. Engage area supervisors in the JHA review, or new development.

  • Provide PM with a weekly report of JHA categorized by:

  • Acceptable/2 or fewer updates.

  • Unacceptable/3 or more updates; andnew.

  • Conduct inspections of departments to ensure compliance with health, safety, and environmental procedures.

  • Document inspection findings and implement effective corrective actions.

  • Develop an inspection schedule by week & EHS topic. Submit the inspection schedule for PM concurrence within 30 days of position start.

  • Engage area supervisors to submit Portal Safety Observations.

  • Provide to PM a weekly Safety Dashboard report of Safety Observations. Provide PM with documented inspection program review in week 52.

  • Develop and provide training to all project staff on issues related to health, safety, and the environment (e.g., bloodborne pathogens, lockout/tagout, hazard communication, defensive driving, powered industrial trucks, personal protective equipment [PPE]).

  • Manage environmental programs; such as maintaining permits, ensuring compliance with ISO 14001, and managing hazardous waste collection and satellite accumulation areas.

  • Select and maintain all equipment for health, safety, and environmental protection (e.g., PPE, eye wash stations, fire extinguishers, forklifts).

  • Respond to incidents related to health, safety, and the environment and notify all pertinent company and customer staff. Investigates incidents and report findings to program management causes and actions to take to prevent reoccurrences.

  • Interface with subcontractors on matters related to Environmental, Health and Safety.

  • Generate and submit reports related to health, safety, and environmental metrics and systems as required by management or regulation.

  • Maintain all records related to safety, health, and environmental protection and as required by programs, policy, regulation, or contract clauses.

  • Utilize incident reporting and other health, safety, and environmental systems as required by the Company.

  • Manage employee and stakeholder engagement in the site health, safety, and environmental programs (e.g., safety committee, safety awareness program).

  • Responsible for Contingency Planning and on-site execution of the plan.

  • Other duties as assigned.

Qualifications

Minimum Qualifications:

  • BA degree in related field or equivalent with HAZWOPER certification (minimum 24 hour) or the ability to obtain upon hiring.

  • The Safety Manager shall have a minimum of 5 years’ experience as a Safety Manager on a US federal government service contract for facility maintenance, operations, and management.

  • An expert understanding of the health, safety, and environmental regulations applicable to the site.

  • Ability to gain cooperation, coordinate the work of others, and build a cohesive team.

  • Capability to adjust work operations to meet emergency or changing program or production requirements within available resources and with minimum sacrifice to quantity and quality of work.

  • Ability to establish program objectives or performance goals and assess progress.

  • Excellent writing and speaking skills to facilitate communicate at all levels.

  • Strong MS Excel, PowerPoint, and Word skills.

  • Excellent team member, organizational and planning skills.

  • Secret security clearance required.

Preferred Qualifications:

  • Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH)

  • Experience with AR 385-10 and other DoD safety, health, and environmental regulations.

  • Experience with ISO 14001 compliance.

Material & Equipment Directly Used:

  • Operates a computer and utilizes software programs, spreadsheets and databases. Variety of personal protective equipment and equipment used in protection of safety, health, and the environment.

Working Environment/Physical Activities:

  • Work is generally conducted in an office or shop environment. However, duties may involve the conduct of work in the out-of-doors area with a potential exposure to extreme climatic conditions.

  • Work may require light lifting up to 50lbs; stooping; climbing; prolonged standing; prolonged sitting; and working with or in areas where a potential could exist for exposure to physical, chemical or biological agents.

  • Must be able to differentiate the nature of objects by color and communicate through written and telecommunication equipment. Employee use of PPE is required is certain areas.

  • Such PPE includes head, foot, hand, torso, respiratory, vision and hearing protective devices. Must be in excellent physical condition.

  • Must comply with all applicable regulations and published Company work rules. May be required to work outside of normal business hours, such as nights, weekends and holidays, or during adverse weather events, under pressure and strenuous conditions.
