Overview:
ACS Professional Staffing is looking for an employee to work on-site with our client. This Business Analyst 3 position will provide expert-level change management services which involve designing OCM deliverables, training project teams on the change management approach and coaching Transmission Services stakeholders on change management activities. This position will utilize Prosci's change management methodology as the foundation for the change management activities and the Prosci tools and methodology will serve as the framework and building blocks for providing OCM support services on assigned projects. This full-time position is located in Vancouver, WA.
Pay rate: $42.31 - $60.45

Responsibilities:
Provide organizational change management support in order to facilitate manager-assigned TT project or projects, from beginning to end with guidance from the Project Manager, Portfolio Manager, Manager, team lead or other personnel with the authority to do so, including:
Collaborate and communicate with a wide variety of internal technical and business experts, including the assigned Project Manager (PM) in both individual and group settings to assist and recommend OCM activities and deliverables on assigned project(s).
Provide recommendations to management at all levels to help build leadership and sponsorship capabilities and support organizational change management (OCM) initiatives.
Serve as a technical expert in change management processes, provide guidance and coaching to project and leadership teams on change management:
Develop, draft, and recommend new or revised change management processes, procedures and/or workflows to meet customer / end-user requirements.
Work to facilitate success on Transmission Technology projects and initiatives by assisting managers in developing and implementing company-approved change plans and materials in the areas of sponsorship, training, communication, guidance, resistance management, and change management.
Assist management with development, and implementation, of approved change plans and strategies through various feedback loops or measurements:
Monitor effectiveness of change plans and strategies through various feedback loops or measurements and continuously improve to gain maximum benefit. Alert stakeholders, including the appropriate manager, of any risks that may negatively impact project scope or schedule; provide mitigation recommendations for manager / personnel review and acceptance; implement approved actions.
Collaborate and communicate with manager, stakeholders, project teams, and/or other parties as assigned to create, draft, and recommend a comprehensive communication strategy; assist with implementation activities as requested. Consult Managers and Project change leads to validate quality deliverables on a wide range of communication mediums and topics.
Provide expertise with business process modeling techniques to incorporate new business drivers and roles and responsibilities within a project or Program:
Collaborate with other OCM Specialists to share best practices, provide assistance on critical needs, and coordinate on Transmission-wide initiatives. Use Prosci methodology as well as new data sources (as appropriate) to assess change saturation within Transmission Services and make appropriate recommendations to project teams, sponsors, and stakeholders.
Promote sound change management methodology and serve as a change management resource and subject matter expert to the TTBP Manager, TT Portfolio Managers, and project teams.
Promote, assist, and support seamless organizational change across departmental boundaries as requested.
Assist management in planning and carrying out the training project or assignment (delivery) including resolving problems, coordinating the work with others, validating policy in terms of established objectives, recommending the approach to be taken, and the methods, and techniques to be employed, and training the trainers if appropriate / requested.
Develop and recommend formats for a variety of training courses, including recommend emphasis be placed upon each segment according to organizational need and standards. Research the information necessary to develop / draft training manuals and materials.
Develop and recommend methods to assess trainee progress in business process-related training, as well as for continuing education for management consideration; assist with implementation of management-approved methods and recommendations.
Evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs; incorporate findings and insights into project and change management plans, decision-making information and recommendations and other project considerations as appropriate.
Maintain regular and consistent communication regarding project / assignment status and concerns, with appropriate parties, including the manager, project manager, stakeholders, project team, etc. This may include contributing to a project SharePoint site(s) for project documentation, coordination, and tracking.
Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.
Lead change management / training / informational presentations and/or sessions with a variety of employees ranging from line workers to executives, in both small and large groups to promote buy-in and change satisfaction.
Design / draft templates and tools to support the project management methodology, including creating, recommending and utilizing tools (such as MS Project, Access, SharePoint, etc.) to assist Project Managers (PMs) in tracking and reporting project progress / status, project milestones and deliverables, and metrics reporting.
Collaborate with subject matter experts to convey the company-approved technical vision and to analyze potential tradeoffs between usability and performance needs; work with project PM and appropriate manager / personnel to reconcile and determine acceptable tradeoffs.
Support other OCM related duties as assigned by the TTBP Manager.
Requirements:
A degree in Business Administration, Business Management, Accounting, Computer Science (or a closely related field) is preferred
8 years of experience is required with an applicable bachelor's degree
10 years of experience is required with an applicable associate degree
12 years of experience is required without a degree or applicable degree
Experience should include direct work experience as a business analyst, business system analyst, strategic business partner, organizational change manager or equivalent
Experience should be progressively more complex in nature
Demonstrable experience with change management approaches, tools, and phases of the project lifecycle
Technical interviewing skills:
Possess functional/process interviewing skills in the business environment
Possess ability to facilitate groups through process design and requirements gathering sessions
Strong technical writing skills and the ability to present information in various forms such as textual, graphical, and statistical
Large-scale organizational change efforts
Demonstrable experience with Prosci methodology for Change Management
Change Management Professional designation
Advanced knowledge of Visio flowcharts for process flow diagrams and training materials
Valid U.S. Driver's License is required
