Position Summary

Position is responsible to provide expertise in building plan review, inspections, and permit issuance, ensuring compliance with the applicable federal, state and local laws, ordinances, and codes. Duties include conducting building plan review relative to permit issuance, periodic inspections, process and procedure development, inter/intra departmental coordination, communication and documentation. Incumbents of this classification exercise considerable independent judgment in the performance of their duties and receive general supervision from the Chief Building Code Analyst.

Position Responsibilities

Reviews building permit applications, plans and supporting documentation to ensure structural compliance with all applicable laws, codes and ordinances.



Processes permit revocations for non-compliant projects.



Conducts or participates in technical training sessions.



Develops and establishes training for staff and advises staff and other agencies on code interpretation, construction practices, and certification programs.



Coordinates with Supervisors and Manager of Building Inspections in the preparation of individual training and certification programs.



Mentors staff in study and preparation for certification examinations.



Provides answers to technical questions on building rules and codes to staff, contractors, and members of the general public.



Researches and recommends technical advancements in inspection and construction industry for the betterment of inspection services.



Provides recommendations for code changes.



Outlines and renders technical decisions in the absence direct supervisor.



Maintains current knowledge on construction code changes; attends training seminars as assigned.



Assesses and evaluates code amendments, alternate construction methods, changes in construction technologies, and their impact on current requirements and procedures.



Coordinates resolution of code interpretations relative to code requirements.



Interprets and applies governing codes.



Meets with local community groups, architects, developers, engineers, and contractors to inform them about building code procedures and requirements.



Conducts meetings to resolve problems relating to such areas as inspections, compliance and ordinance interpretation and coordination.



Provides representation for hearings at State level.



Provides residential structural reviews as needed.



Represents the City on code development committees Fire Prevention and Building Safety Commission and other agencies and departments as assigned.



Attends license board meetings and trade association meetings as assigned, making recommendations that comply with the codes of the city.



Improves quality of inspections through continuous office and field training.



Performs inspections of complex and/or problematic projects.



Performs special investigations and inspections of construction work complaints as assigned.



Updates and maintains permit records.



Compiles data and keeps accurate records of daily activities.



Produces detailed written reports and letters regarding structural design review and permit issuance



Demonstrates continuous effort to improve operations, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.



Investigates questions and complaints regarding problems with permits or the permit process and coordinate resolution.



Acts as an expert witness and provide legal testimony.



Testifies before license boards and in court regarding construction codes, permits, and violations.



Develops, implements, and maintains policies and procedures.



Evaluates and recommends changes to integrated computer applications, and other technologies



Communicates with internal and external customers regarding issues, problems, and procedures with cases under review, and issued permits.



Participates in damage assessment related to declared emergencies to ensure the most effective assessment of structural damaged sustained by buildings after major storms, floods, or other catastrophic events.



Leads efforts in declared emergencies in planning and coordination of construction.

Qualifications

Bachelor's degree in Architecture or Engineering, or five (5) years of directly related experience may be substituted for formal education, or any combination thereof. Ability to prioritize and handle varied assignments and heavy workload. Public speaking/presentations. Ability to read plans and specifications. Ability to maintain reporting procedures and documentation. Ability to communicate effectively, both orally and in writing, on technical, complex, controversial matters with division personnel, contractors, general public, and at public hearings. Must have strong computer skills. Must have excellent customer service skills. Must have valid Indiana Driver's License upon reporting for work and retain the license while in this position. Thorough knowledge of Indiana Building rules. Ability to understand and interpret Building Standards and Procedures. Study, analyze, and compile complex technical information on building issues. Work cooperatively with other City employees and the general public. Instruct others in a classroom setting. Observe projects and compare data to determine compliance with approved plans. Use and interpret graphic instructions, such as blueprints, schematic drawings, layouts, or other visual aids. Must have excellent organizational skills. Ability to prioritize daily tasks. Flexibility to change assignments. Ability to understand, interpret, and apply federal, state and local codes and ordinances.



Incumbent must certify in the appropriate, approved discipline as prescribed by the Director of Business and Neighborhood Services, to maintain employment.

Independent Judgment

Actions are controlled by established City policies and procedures, and federal, state and municipal codes. Independent judgment will be exercised in determining priorities; evaluating compliance; interpreting applicable codes and ordinances to ensure proper review and issuance of structural permits; evaluating complaints and recommending proper courses of action for resolutions and handling public/contractor inquiries. Errors in judgment could cause significant embarrassment and/or liability.


Incumbent would interact with section, division, department and City employees, as well as with contractors, other governmental agencies and members of the general public. Working relationships require a high degree of tact, diplomacy and persuasiveness where significant code/life safety considerations are present.

1. All employees hired/rehired after 1/1/2022 have a choice to select the PERF Hybrid plan (3% + Pension) or the INPRS My Choice: Retirement Savings plan (3% + 1% Contribution). The Hybrid plan consists of two components:

Annuity Savings Account (ASA) -This consists of the mandatory employee contribution of three (3%) percent of compensation (made for the employee by the City), plus interest credits or earnings. You're always vested in your ASA portion - it's always yours.

Pension - The pension portion of the retirement benefit is funded by contributions made by the employer over the course of the employee's career and separate from the annuity savings account. Employees enrolled in the PERF Hybrid plan are eligible for retirement benefits at age sixty-five (65) if they have ten (10) or more years of creditable service. After June 30, 1995, employees may retire at age sixty (60) with at least fifteen (15) years of credible service or if the member's age in years plus the years of credible service equals at least 85 and the member is at least fifty-five (55) years of age. With fifteen (15) or more years of creditable service, the employee may retire as early as age fifty (50) with a reduced pension.

2. Employees hired/rehired by the City and County between 1/1/2017 and 12/31/2021 will be automatically enrolled in the PERF My Choice: Retirement Savings plan. This plan is an annuity savings account (ASA) only plan and does not have a pension component. Any service that an employee has in the My Choice: Retirement Savings Plan will not count toward the service time requirements for pension eligibility in the Hybrid Plan.

With the PERF My Choice: Retirement Savings Plan, the ASA is split up into two parts:

Part one - This consists of the mandatory employee contribution of three (3%) percent of compensation (made for the employee by the City), plus interest credits or earnings. You're always vested in your ASA portion - it's always yours.

Part two - This consists of an additional variable rate contribution paid by the City toward your ASA. This variable rate contribution is currently 1% of your gross wages. Vesting in the value of the variable rate employer contribution will vary by length of participation. You are:

• 20 percent vested after 1 full year of participation

• 40 percent vested after 2 full years of participation

• 60 percent vested after 3 full years of participation

• 80 percent vested after 4 full years of participation

• 100 percent vested after 5 full years of participation

3. All employees hired/rehired prior to 1/1/2017 are grandfathered into PERF Hybrid plan. The Hybrid plan consists of two components:

4. City Employees hired/rehired between 1/1/2017 and 12/31/21 that are members of the City AFSCME labor union can choose to enroll in either the PERF My Choice: Retirement Savings plan or the PERF Hybrid plan. Both plans are described above. Employees have 60 days to choose which option they want, and by state law this cannot be changed. If no choice is made, the employee will then be automatically added to the PERF My Choice: Retirement Savings plan.

The Indiana General Assembly has enacted a provision that allows public employees to make voluntary contributions in addition to the mandatory three percent (3%) contributions. Employees may contribute up to an additional ten- percent (10%) of their compensation per pay period to the annuity savings account. This means that the maximum level of contributions to the annuity savings account under this new provision is thirteen percent (13%) of an employee's compensation per pay period.

Employees who separate from the city within their first ten (10) years of employment need to contact INPRS - PERF regarding their ASA account.
