Job Summary

 

The Management Analyst 4 will serve as the lead for testing in the Business Systems Support area, manage system regression testing, and coordinate the standardization, system quality improvement, and User Acceptance Testing (UAT) for DVS business systems. The position has broad responsibility for setting testing priorities, distributing work, tracking, monitoring, and analyzing bugs, defects, upcoming system changes, etc., and performing other related tasks as needed. The lead will direct the writing and implementation of work procedures to meet operational needs and provide technical expertise for the agency on system testing and UAT practices, and lead testing initiatives that affect the systems of the agency. They will train and back up the dedicated testers in the division and provide training for new testers in the agency on procedures and best practices. The incumbent will also provide written and oral presentation of testing status, issues, and proposed solutions to management as required. This person will work closely with the product and systems support teams to support DVS’s internal functions that are essential for meeting customer needs.  This position promotes good stewardship of state resources, balances operational efficiency, and standardization with flexibility and customer service.

Qualifications

 

Minimum Qualifications

  1. Three* years of experience providing technical expertise and analysis in software and/or business systems testing contributing to continuous improvement and/or advanced testing techniques
  2. Experience mentoring, coaching, training team members
  3. Ability to work cooperatively with individuals from diverse backgrounds and underserved communities

Applicants that meet the above qualifications will be further evaluated on the following:

  • Experience organizing and leading testing, maintaining multiple projects simultaneously, working independently and effectively under pressure
  • Ability to communicate clearly, present complex information to users in a comprehensive style, translate business information to technical stakeholders and translate technical and system information to non-technical stakeholders
  • Collecting, analyzing and interpreting data; using data to lead decision making while navigating change, ambiguity and setbacks
  • Leading continuous improvement initiatives
  • Developing and implementing policies and procedures
  • Providing test strategies, plans and test scenarios for IT projects; organizing and prioritizing work and creating and providing status reports

*Bachelors degree or higher may substitute for one year of experience

Preferred Qualifications

  • Experience building and maintaining strategic relationships
  • Experience and knowledge of driver and motor vehicle related services
  • Experience with technology related project coordination and contract management
  • Experience with testing and quality assurance work prioritization
  • Experience creating a strategic roadmap for testing and quality assurance
  • Experience with automated testing, load and performance testing, security testing, usability and accessibility testing
  • Experience in Agile/Scrum
  • CCXP certification
  • Knowledge of industry best practices, trends and emerging technologies

Physical Requirements

Requires occasionally moving and transporting such articles as file folders and small tools. May need to maintain a stationary position for long periods of time while carrying out job duties.
