SUMMARY DESCRIPTION
Under direction, assists the Director of Neighborhood Services with the direction, management, supervision, and coordination of the activities and operations of the Neighborhood Services Department; coordinates assigned activities with other divisions, departments, and outside agencies; provides highly responsible and complex administrative support to the department director.
 

Essential Functions

REPRESENTATIVE DUTIES
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Act as the Director of Neighborhood Services during periods of the director's absence; assist in directing, monitoring, and supervising the day-to-day activities of the various divisions within the Neighborhood Services Department.

Appear before and advise the City Council and City Manager on Neighborhood Services issues and related matters.

Assist in developing and implementing the goals, objectives, policies, procedures, and work standards for the Neighborhood Services Department; assist in planning directing, managing, and overseeing the activities and operation of Neighborhood Services.

Analyze, recommend and draft legislation for City Council and for state legislative action.

Supervise the collection and analysis of information gathered through surveys and studies on matters involving the Neighborhood Services Department.

Plan, organize, administer, review, and evaluate the activities of assigned professional and technical staff.

Work closely with subordinate managers to provide direction and leadership, solutions to problems, and make policy decisions and changes as required.

Represent the department before the City and Regional Planning Commissions; make presentations before committees, and before legislative, regulatory, and community groups.

Interpret regulations, City policies and procedures.

Provide staff assistance to the Director of Neighborhood Services, Assistant City Manager, and City Manager; prepare and present staff reports and other necessary correspondence.

Provide staff support to boards and commissions related to the Neighborhood Services function; represent the Neighborhood Services Department to other City departments, elected officials, and outside agencies; explain and justify Neighborhood Services programs, policies, and activities; negotiate and resolve sensitive, significant and controversial issues.

Assist in establishing appropriate service and staffing levels and allocating resources accordingly.

Respond to and resolve difficult and sensitive citizen inquiries and complaints.

Assist in directing the preparation and review of all community development reports.

May represent the City in dealings with state agencies and various organizations.

Assist in planning, developing and implementing new or special community development programs.

Participate in the preparation and administration of budget; submit budget recommendations; monitor expenditures.

Represent the City on various negotiation teams during the collective bargaining process and participate in decisions of management affecting collective bargaining.

Participate in the decision making regarding work rules, regulations, operations, classification, and compensation for various collective bargaining groups.

Perform related duties as required.

QUALIFICATIONS
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:
Operations, services and activities of a comprehensive public or community relations program.
Principles and practices of municipal budget preparation and administration.
Principles of supervision, training and performance evaluation.
Thorough knowledge of the rules, regulations, policies, and operating procedures of the Department.
Administrative principles and practices, including goal setting, program development, implementation and evaluation.
Supervisory practices and procedures including managing employees through multiple levels of supervision.
Selection and management of consultant contracts.
Pertinent federal state, and local laws, codes, and ordinances.

Ability to:
Develop and administer departmental goals, objectives and procedures.
Analyze and assess programs, policies and operational needs and make appropriate adjustments.
Delegate authority and responsibility.
Research, analyze and evaluate new service delivery methods and techniques.
Evaluate legislation and determine impacts on community development.
Prepare clear and concise administrative and financial reports.
Interpret and apply applicable federal, state and local policies, laws and regulations.
Plan, organize, direct and coordinate the work of lower level staff.
Select, supervise, train and evaluate staff and consultants.
Interpret and explain the policies and procedures of the City and Neighborhood Services Department.
Analyze zoning requirements and policies and make recommendations for needed revisions.
Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
Work in a team based environment to achieve common goals.
Coordinate multiple projects and complex tasks simultaneously.
Meet the physical requirements to safely and effectively perform the assigned duties.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
 

Minimum Qualifications

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:
A Bachelor's degree from an accredited college or university with major course work in public administration, business administration, or a related field.

Experience:
Five years of increasingly responsible community relations experience, including three years of management and administrative responsibility.

License or Certificate:
Possession of an appropriate, valid driver's license.

Environment: Work is performed primarily in a standard office setting with some travel to attend meetings; extensive public contact.  Exposure to computer screens and other media equipment.  Incumbents may be required to work extended hours including evenings and weekends.

Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to travel to different locations: and to verbally communicate to exchange information.
