Description:

To perform this position successfully, an individual must be able to perform each essential duty satisfactorily.

A Group II Equipment Operator for the Highway Division, is responsible for operating vehicles, repairing roadways, hauling materials, and performing related maintenance and strenuous manual labor duties as assigned under direct and indirect supervision.
A Highway Employee is directly responsible for the safe and effective maintenance of public right-ofways, assigned vehicles and equipment, under moderate supervision with work priorities determined by a Supervisor or seasonal deadlines.
Specialized instructions and clarifications are given by Supervisors regarding unusual or difficult assignments.
Most of the work is reviewed in process and upon completion to ensure proper work sequences and adherence to instructions. Errors in work are primarily prevented through procedural safeguards.
Care and skill is required in the operation of the equipment to ensure safety of self and others and to protect County property.
One must have the ability to operate an automobile and other equipment listed.
This position combines various problem-solving and physical skills necessary for the efficient maintenance of the Public-Right-of-Way.
The Employee reports directly to the Assigned Area Group Leader.

Essential Functions:

A Highway Employee drives various vehicles, including, single axle and tandem axle trucks, trailers, semitractor trailers (when required) paint striper, backhoe, snowplow, roller, payloader, sweepers.
Also, vehicles with attachments, including plows, tailgate and box spreaders and an under-body scraper.
A Highway Employee performs all types of concrete, asphalt, and gravel road repairs, including patching with hot and cold asphalt materials, filling holes, crack sealing and chip and seal.
Operates trucks to haul materials, including but not limited to sand, gravel, salt and asphalt, and plow and salt roadways.
The employee may also mow and or cuts grass and trees.
Including operating mowers, tractors, and tree trucks.
The Employee will on occasion be required to handle and transport dead animals and perform other duties associated with the maintenance of the public Right of Way, by hand.
Also, the operation of various hand and power tools required to complete assigned tasks.
The Employee is required to inspect vehicles, equipment, and perform standard maintenance required for the operation of said vehicles and equipment, i.e., fluids, tire pressure, wipers, washing, etc. and the subsequent documentation of any damage or required repairs.
The Employee is required to operate equipment, tools and vehicles, in the performance of assigned duties and in accordance with the collective bargaining agreement.
Periodically directs traffic around works sites.
Always complies with County Storm Water Quality Management Program Housekeeping protocols.
Must be wiling to report to work or be assigned to any area garage as needed.
May also be required to work various shifts as assignments warrant.
Highway Employees are subject to 24-hour call in emergency situations.
Highway Employees must be wiling to assume additional, reasonable duties and responsibilities as required.

Qualifications:

A High School Diploma, or GED.
A minimum of two years of previous experience in road construction and maintenance along with heavy equipment operations is preferred, but not required.
A Highway Employee must be able to pass operational tests on designated equipment, machinery, tools and other job related skills, when required.
The ability to use common tools, also operate equipment and vehicles, associated with the maintenance and construction of roads and streets, is required.
A Highway Employee must be wiling to learn and abide by al safety procedures and precautions associated with the workplace.
A Highway Employee must learn and abide by all Occupational Safety and Health Administration (OSHA) procedures regarding equipment, machinery, and traffic safety.
An Employee must have a working knowledge of local geography and be able to read and interpret local maps and have a working knowledge of standard English Grammar.
An Employee must have the ability to competently serve the Public with diplomacy and respect, including occasional encounters with irate or hostile people.
An Employee must have the ability to effectively communicate orally and in writing with co-workers, supervisor and the public in a courteous and tactful manner, including being sensitive to professional ethics, gender, cultural diversities and people with disabilities.
An Employee must comply with all St. Joseph County policies, as well as the Union rules and regulations, including but not limited to; attendance, safety drug-free workplace and personal conduct.
An Employee must be able to provide public access when required.
Also, to maintain confidentiality of department information and records, in accordance with State Requirements.
An Employee must have the ability to work alone or with minimum supervision.
Also, to work in a Team Environment.
An Employee must have the ability to work on several tasks as rapidly as safely possible, for long periods of time, occasionally under time pressure.
An Employee must have the ability to understand, retain and carry out written or oral instructions.
Possession of a valid Indiana Driver's License is required.
Also, a Class B CDL or the ability to obtain the minimum of a Class B Commercial Driver's License, is required.
Demonstration of a safe driving record may be required.
Highway Employees work primarily outdoors, in all weather conditions.
They may also be required to work in a shop or garage setting.
Employees also operate various equipment, heavy equipment, trucks, and other vehicles.
Employees are required to work in traffic, around noise and vibrations, grease, dirt, dust, oil, solvents, pesticides, vehicle fumes, weather conditions may be extreme or inclement.
Safety precautions must always be followed, as employees are on occasion, exposed to dangerous conditions, while performing road and right-of-way maintenance.
This includes the wearing of all required safety equipment and protective clothing.
Such as, hard hats, safety harnesses, safety glasses, ear protection, boots with reinforced toes, etc.
All employees are required to abide by all safety policies and procedures.
Pre-employment Drug Screening and random drug testing while employed with St. Joseph County, is required.
A Highway Employee may occasionally be required to work extended hours, such as evenings, weekends, and holidays. Employees of the Highway Department are subject to various emergency conditions such as flooding, weather and other roadway related hazardous conditions.
Therefore, all St. Joseph County Highway Employees must be available for Emergencies on a 24-hour basis.
All Employees must respond responsibly and as swiftly as possible, back to work, when an emergency requires it.
