Classification Description Summary

Under direction, leads, oversees, and monitors the activities and operations of assigned street programs and projects within the Public Works Department; oversees technical staff in all phases of assigned projects; oversees design, prepares contract documents, and manages the construction administration for various projects; participates in developing goals, objectives, policies, priorities, budget, and project management; responds to questions and inquiries from the general public, property owners, developers, architects, surveyors, contractors and City staff regarding engineering and development projects; coordinates assigned activities with other divisions, departments, and outside agencies; and provides responsible and complex administrative support to the department.

Essential Functions

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Lead, oversee, and monitor the activities and operations of assigned street programs and projects within the Public Works Department from conception through implementation; develop requests for bids, qualifications, and proposals; solicit bids; prepare budgets; prepare designs and specifications; negotiate and administer various design construction contracts; review the work of consultants and contractors; ensure compliance with plans, specifications, and City and regional standards; recommend modifications as necessary.

Participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs and projects; recommend and implement resulting policies and procedures.

Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements.

Plan, direct, coordinate, and review the work plan for assigned technical staff; assign work activities, projects, and programs; monitor work flow; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.

Participate in the selection of assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.

Participate in the development and administration of assigned program budget; forecast funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; recommend adjustments as necessary.

Oversee in the administration and coordination of assigned capital improvement programs including determination of projects, scheduling and budgeting; participate in the selection and review process of the design/consultants within area of assignment; establish appropriate indicators to track assigned projects in terms of both output and outcome including costs, schedule adherence, and quality.

Plan, coordinate, supervise, and authorize excavation and encroachment permits; establish and monitor the excavation and encroachment permit program.

Prepare a variety of engineering reports, studies, and technical documentation; utilize specialized engineering applications, databases, programs, and graphics.

Prepare reports for the City Council and other committees regarding engineering projects and status.

Provide staff assistance to assigned management staff; participate on a variety of committees; prepare and present staff reports and other correspondence as appropriate and necessary.

Coordinate assigned street program activities with those of other departments, divisions, and outside agencies and organizations; provide information and negotiate and/or resolve sensitive issues within the area of assignment.

Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of engineering; incorporate new developments as appropriate into programs.

Respond to questions and inquiries from the general public, property owners, developers, architects, surveyors, contractors and City staff regarding engineering programs and projects; provide information within the area of assignment; resolve complaints in an efficient and timely manner.

Perform related duties as required.

Minimum Qualifications

Ability to:

Research, analyze, and evaluate new construction materials, methods, and techniques.
Interpret and apply federal, state, and local policies, laws, and regulations.
Prepare clear and concise reports.
Operate office equipment including computers and supporting word processing, spreadsheet, and specialized engineering software programs.
Work independently in the absence of supervision.
Understand and follow oral and written instructions.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:
A Bachelors degree from an accredited college or university with major course work in civil engineering or a related field.

Experience:
Three years of increasingly responsible professional engineering experience including one year of administrative and/or lead supervisory experience.

License or Certificate:
Possession of an appropriate, valid driver's license.
Possession of registration as a professional engineer in the State of Nevada is highly desirable.
