OPERATIONS SUPERINTENDENT
Department of Public Works



This position is responsible for coordinating and supervising the activities of work crews engaged in public works projects involving construction, maintenance, roads, repair of sewers, water mains, parks and grounds, trees, snow/ice removal, refuse/recycling collection and disposal, vehicles and equipment maintenance as well as other activities that support the functions of the Public Works Division.


DUTIES:
Plans and coordinates projects; assigns work and equipment to crew leaders or foreman according to project, equipment and manpower needed.
Interprets work orders, specifications, and other instructions, and explains required procedures and desired outcomes to foreman as required.
Conducts periodic inspections of work in progress and at project completion; monitors and evaluates conformance with instructions, timeliness, and technical adequacy; provides direction and guidance as needed.
Supervises administration and direction of DPW operations, including maintenance and repair of roads and related facilities; water and sewer maintenance; maintenance of vehicles/equipment; tree maintenance; parks and grounds maintenance; snow and ice removal; roadside brush removal; and all related DPW maintenance activities.
Develop work schedule and assignments for Sr. Foreperson(s) and all department employees; establishes a time frame for projects and ensures timely completion of tasks and projects; reviews the quality of work performed and ensures that work complies with standards. Plans the utilization of staff and equipment in accordance with work schedules; orders materials and supplies.
Assists the Assistant Director in planning, directing, and budgeting the activities of DPW operations. Assist in preparing cost estimates for operating and capital budgets; Reviews department expenditures within budget limitations, including payroll, accounts payables, and contracts for outside services.
Ensures that public works projects are completed in a safe manner and incompliance with applicable safety rules and regulations.
Responds to emergency call outs and dispatches emergency crews as needed.
Coordinates and oversees Town employees and private contractor snow and ice removal operations.
Coordinates public works support for special Town events.

REQUIREMENTS:

Education and Experience Guidelines
High School Diploma, ten (10) years of experience in general construction industry with a minimum of seven (7) years in supervisory capacity in operations preferably in the public sector working with local government; Certified as a Tree Warden in the State of Massachusetts (preferred); or any equivalent combination of training and experience which provides the following knowledge, ability and skills:
Class A/B Operator for Underground Storage Tanks (UST) (preferred); valid driver¿s license Valid Motor Vehicles Class B Commercial Driver¿s License (a plus).
Class 2A and 2B Hoisting License (a plus).
OSHA 10-Hr Construction Safety and Health Training.
Knowledge and experience with working in confined spaces.
Required to work nights and weekends as necessary, especially in response to weather events such as winter maintenance/snow plowing. On call 24/7 as needed.
