Assignments will be made at the IR-2 level. WHAT IS THE DEPARTMENT MANAGER READINESS PROGRAM? The Department Manager Readiness Program offers the opportunity for well qualified individuals to received structured professional leadership development and experience. During the twenty-four (24) month training and development program, all attendees will be assigned a coach, complete Career Learning Plans, and attend leadership-training classes. In addition, candidates will receive at least one developmental acting assignment and participate in a variety of developmental activities. The goal is to prepare you to compete for future department manager positions. As a department manager, you will be responsible for assigning, directing, and reviewing the work of subordinate managers. In this role, you will use your leadership skills and management techniques for planning, scheduling, and coordinating work operations, planning and carrying out the training and development of managers and employees, evaluating work performance, and in performing all other functions related to this level position. Generally, as a Department Manager, you will direct the work of subordinate managers and accountable to a Senior Manager responsible for the overall effective operation of a program. While on acting assignments as a Department Manager, you may: Define business goals, develop work plans and set short and long term priorities to be accomplished by subordinates. Direct, coordinate and oversee work plans through subordinate managers and supervisors. Assign work based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluate program implementation and effectiveness. Provide guidance, advice, counsel or instruction to subordinates in resolving administrative and on technical problems. Manage relationships with functional executives of IRS operating divisions within the area serviced, officials of other agencies, and in advising management officials of higher rank. Develop performance standards and evaluate work performance of subordinate supervisors and managers; Serve as the reviewing official on evaluations and performance recognition or disciplinary actions of non-supervisory employees rated by subordinate supervisors. Manage and resolve group grievances, employee complaints and/or other issues elevated to the second level. Make decisions and/or approve expenses on routine and/or non-routine, costly or controversial requests and/or personnel related actions (e.g., selection, training, promotions). Serve as a coach and/or mentor to subordinate managers and/or employees on an ongoing basis, tailoring the emphasis based on the particular needs and background. Initiate ways to improve efficiency of the department and increase the quality of the work directed; Find and implement ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building or improve business practices. Requirements Conditions of Employment STANDARD POSITION DESCRIPTIONS (SPD): PD99395 Visit the IRS SPD Library to access the position descriptions. Candidates not meeting the SB/SE Department Manager Readiness Program requirements at the end of the 24 months may be extended in the program for an additional year to complete the necessary training/development activities. Candidates will remain in their current position, grade and post of duty during their participation in the program. Candidates will participate in a twenty-four (24) months training and development program that will include a developmental acting assignment and a variety of developmental activities. During the 24-month program, candidates whose performance and progress do not merit continuing in the program will be released from the program. May be required to complete details or developmental assignments in a geographic location(s) outside of your current post of duty. Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management. Subject to a 1-year probationary period (unless already completed). Subject to a 1-year supervisory or managerial probationary period (unless already completed). Obtain and use a Government-issued charge card for business-related travel. Qualifications Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following readiness requirements by the closing date of this announcement: BASIC REQUIREMENTS: LEADERSHIP DEVELOPMENT PROGRAM): To be minimally eligible/qualified for this readiness program you must meet the following requirements: Current annual performance appraisal must be fully successful or higher AND Must have at least one (1) year of experience in at least one (1) of the occupational series being announced or previously held a position in one (1) of the occupational series being announced on a temporary or permanent basis for at least one (1) year AND Must be at least a GS-9 or above AND Must be a current SBSE employee. SPECIALIZED EXPERIENCE: To be minimally eligible/qualified for the readiness program you must have at least a fully successful or higher on your current annual performance appraisal and at least one year of specialized experience in your current position and/or position previously held on a temporary or permanent basis which must be equivalent to the next lower level payband or GS grade in the normal line of progression for a department manager position. A developmental assignment involving a temporary promotion will require the candidate to meet the specific qualifications for that position. To be qualified for a temporary development assignment (promotion) to a Department Manager position, while in the readiness program, your experience should be sufficient to demonstrate: Knowledge of management techniques, methods, theories, principles, and labor relations concepts, to assure optimum utilization of personnel, equipment, and space for the accomplishment of all program objectives with combined technical and administrative oversight; Knowledge and understanding of programs, work functions, and staff hour planning methods and techniques in order to initiate, plan, organize, direct and manage the functions and employees of the operation; Knowledge of other work systems and processes which affect assigned functions and decisions concerning workflow, production, and quality; Knowledge of budget and fiscal methods used in establishing and maintaining an organization, (i.e. ability to maintain and manage financial resources); and Knowledge of communicative techniques to effectively and diplomatically interact with internal and external customers. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. Completion of the program does not guarantee selection for a management position. Prior DMRP participants are not eligible to apply. GEOGRAPHIC AREA OF INTEREST/MOBILITY: Nationwide mobility is not a prerequisite for selection into the Readiness Program, however, future competitive selection into a permanent manager position will require a reasonable degree of mobility. Manager vacancies can arise anywhere in the country and it is to the applicant's competitive and developmental advantage to be available for a broad range of locations. The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. Tour of Duty: Monday - Friday: Day Shift - Start and stop times between 6:00 a.m. and 6:00 p.m. Swing Shift - Start and stop times between 2:00 p.m. and 1:30 a.m. Night Shift - Start and stop times between 6:00 p.m. and 6:00 a.m. Alternative work schedule, staggered work hours or telework may be available. In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.
