Job Description

The purpose of this Site Manager position is to perform the essential engineering management duties and functions as listed below, ensuring that the Fluor organization meets the client’s contract standards for equipment reliability, plant operations, service deliver, safety, quality, value, timeliness, and Fluor profitability. This position is the principal leader of a large complex providing mission-critical operations, maintenance, engineering, procurement, building services, and renovations.
Job Responsibilities:
• Be physically present at each site during the normal business hours of operation and available for on-call support.
• Responsible for directing all Contractor site resources
• Support the Enterprise Program Manager in reviewing business systems administration, resources, procedures and methods to improve operational effectiveness, utility and efficiency
• Ensure that all services are delivered and all tasks are performed within established program guidelines and budgets
• Responsible for the overall day-to-day management functions
• Provide and lead an appropriately skilled workforce to carry out the functions of the SOW
• Responsible for notifying Government POCs on significant facility events
• Monitor the execution of financial activities to ensure alignment with Government execution requirements per fiscal year
• Responsible for:
o Ensuring continuity of support during Contractor personnel changes
o Interfacing with the CO, COTR, and GPOC
o Delivery of all site-specific contract requirements
• Support meetings and discussion on an ad hoc basis, as required
• Coordinate, supervise, and plan the total work effort associated with renovations and capital improvement work
• Establish procedures, develop and implement programs for Mission Critical, and increase efficiencies.
• Act as the central point of contact for COTR or GPOC for facilities related work.
• Responsible for notifying GPOC on facilities significant events. Ability to compile summaries of events, critical actions accomplished, plans for completion of remediation, and brief to site management in various forums, if applicable.
• Responsible for the management of Work Orders to include resource management and interfacing with customer representatives.

Basic Job Requirements

• Accredited four (4) year degree or global equivalent in applicable field of study and twelve (12) years of work-related experience or a combination of education and directly related experience equal to sixteen (16) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner

Other Job Requirements

• Participate in Fluor University courses for continued learning experiences
• Utilize Knowledge Management processes to capture, support and leverage relevant knowledge to enhance project execution

Preferred Qualifications

• Jobsite experience and understanding of construction safety program
• Minimum of ten (10) years of relevant experience in engineering, procurement, fabrication, and construction/construction management (EPFC/CM) project management
• Project or area management experience in international locations and diverse cultural environments is recommended
• Successful performance as project manager on a minimum of two (2) medium sized project, or multiple project assignments in a significant role on large to very large sized EPFC/CM projects
• Completed all required in-house project management courses in addition to courses obtained from university or other qualified sources
• Good knowledge and experience on project design, engineering, procurement, material management, construction, commissioning, start up, turn over work processes, sequencing, and interfaces
• Project Controls and Finance including understanding of:
- Scheduling (including work force loading)
- Progress measurement
- Risk assessment and management
- Code of accounts
- Work breakdown structure
- Change management
- Cost control
- Estimating process and planning
- Global Pricing Model (GPM), Project Status Review (PSR) and Project Margin Analysis, Report (PMAR) development and reporting
• Appreciation of key elements of contract law and when to engage legal
• Regulatory requirements including permitting
• Understanding of project funding
• Proactive - goal orientated with the initiative to influence events positively, lead Fluor project team, and influence client for decision making
• Ability to resolve complex problems and to be comfortable in complex project or business environments
• Ability to set and maintain high standards of self performance with responsibility and accountability for successfully completing assignments and tasks
• Demonstration of innovation, initiative, maturity and sound judgment
• Ability to influence a group of diverse individuals, each with their own goals, needs, and perspectives, to work together effectively for the good of a project
• Mobility - for example, relocating to site locations when necessary
• Basic computer and software skills to include the use of word processing, email, spreadsheets, and electronic presentations
• Certification in project management suggested, for example, Project Management Professional (PMP)

Salary Range

160,000 to 302,000

Market Rate

The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
