Job Description

***This position is providing support in multiple locations in the Northern Virginia area***
The purpose of this position is to perform the essential program management job duties and functions listed below with the overall objective of establishing an execution framework on the project that complies with the contract and ensures the safety, quality, value, timeliness, and Fluor profitability. This position is the principal leader of a medium-sized and mission-critical operations, maintenance, engineering, procurement, building services, and renovations program.
• Responsible for the management of all contractor transition activities.
• Responsible for the execution of the SOW within cost and on schedule to include but not limited to: Ensuring continuity of support during Contractor personnel change; Interfacing with the Contracting Officer (CO), COTR, and Chief of facilities or designee; Delivery of all contract requirements; Managing all subcontracts and be responsible for the performance and conduct of subcontractor personnel.
•Have full authority to act for the Contractor on all contract matters relating to daily operation of this contract.
• Provide reach-back and rapid response capabilities, as necessary.
• Recommend improvement to operational effectiveness, utility, and efficiency of business systems, administration, resources, procedures, and goals to subordinates.
• Responsible for development and implementation of enterprise approaches to include but not limited to plant operations, MEP recapitalization, supply chain management, security systems, renovation, and industrial control systems.

Basic Job Requirements
• Accredited four (4) year degree or global equivalent in applicable field of study and eight (8) years of work-related experience or a combination of education and directly related experience equal twelve (12) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner
Other Job Requirements
• Active TS/SCI with Polygraph Clearance Required
• Minimum of ten (10) years’ experience managing programs/projects of similar size, scope, and complexity
• Knowledge of process improvement models
• Experience building and sustaining high performing integrated teams
• Experience working with the Intelligence Community
• Experience supporting 24x7 operational environments
• Proficient knowledge and experience in the use of project management concepts to manage cost, schedule, scope, risk, deliverables, and related metrics
• Industry recognized Program Manager certification, or equivalent
• Knowledge of USG crisis management policies and experience planning, coordinating and delivering support to events

Salary Range
135,000 to 250,000
Market Rate
The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
