Job Description

Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S.

The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California’s Central Valley.

The Senior PG&E Lead is responsible for leading the successful delivery of assigned projects from inception to close-out, on schedule, within budget, in accordance with the approved scope, meeting established quality requirements and objectives under the direction of the Director of Real Property and the Deputy Director of Third Parties.

Specific responsibilities include providing leadership, oversight, and coordination between the Authority, it’s staff/contractors, and PG&E for all matters relating to PG&E. This includes preparation of technical documents, presentations, meeting agendas/minutes/action items tracking, analyses of plans, data management and metrics in support of timely relocation of PG&E facilities in accordance with the project schedule(s).

Program-specific activities will include the following:

• Ability to analyze situations and technical documents accurately relating to PG&E processes and standards.
• Support the negotiation of PG&E agreements directly with stakeholders.
• Support State Staff and manage PDS staff in the relocation of PG&E facilities.
• Ability to analyze large data sets and prepare summary reports/metrics on risks associated with PG&E relocation projects.
• Support the timely relocation of PG&E facilities.
• Provide guidance on approach and strategy to PG&E Third Party Agreements
• Resolve internal and external issues related to PG&E relocation projects.
• Support the development of HSR policies, procedures, and project workflow for PG&E relocations.
• Collaboratively engage with other Departments and staff to achieve desired outcomes.
• Coordinate with Third Party Staff managing PG&E related work including Agreements, Utility Relocations, and Reports of Investigation to ensure work is consistent with the Authority’s policies and procedures, PG&E requirements, and the State’s requirements.

Basic Job Requirements

• Bachelor’s degree in an analytical field and six (6) years of work-related experience or a combination of education and directly related experience equal to ten (10) years if non-degreed
• Project management experience
• Experience managing PG&E utility relocation projects

Other Job Requirements

• Knowledge of and experience with PG&E interagency agreements
• Knowledge of and experience with PG&E standards, policies, and procedures relating to both electric and gas transmission and distribution utility relocation projects
•The ability to prepare technical correspondence and complete, comprehensive reports; address an audience effectively; analyze situations accurately and adopt an effective course of action; and communicate effectively to demonstrate leadership, team building, and collaboration skills, for meeting established project goals and objectives.

Preferred Qualifications

• 5-10 years experience managing PG&E utility relocation projects.
• 10+ years of project management experience.
• Knowledge of the California High-Speed Rail Authority Utility Relocation Manual, California State Contracting Manual, Caltrans Utility Relocation Manual, Design-Build Contracts, Federal Statutes, California State Statutes, and Project Management Techniques.
• Proficiency and knowledge of computer software applications such as Microsoft Excel, Word, Visio, Project, and PowerPoint.
• The ability to maintain good communication skills and working relationships with third party agencies, management, consultants, private sector contractors, subcontractors, and their associations.
• Strong coordination skills, given the strong matrix organization assembled for the program delivery team.
• Excellent communication and negotiating skills (both written and oral), and the ability to speak knowledgeably with other consultants, stakeholders, other governmental agencies and individual citizens.
• Ability to analyze situations and data accurately; lead the development of effective solutions and strategies for difficult technical and logistical problems related to PG&E relocation projects necessary for the program.
• Ability to actively engage with a diverse team in the support of third party activities.

Salary Range

102,000 to 184,000

Market Rate

The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
